THE TRAFFIC SIGNAL SYSTEM AT
ELM AVENUE AND EL CAMINO REAL

RECOMMENDED ACTION:
Adopt Resolution No. 9030 accepting bids and awarding Contract
No. 3178 for the construction of the traffic signal system at the
intersection of Elm Avenue and El Camino Real to McCain
Construction Company, Inc.
ITEM EXPLANATION:
On February 17, 1987, the City Council authorized the
advertisement for bids for the construction of the traffic signal
system at the intersection of Elm Avenue and El Camino Real.
Four (4) sealed bids were received on April 9, 1987, as follows:
1. McCain Construction, Inc.
2. Steiny & Company
3. Perry Electrical
4. MCR Electrical Contractors

The removal and reconstruction of the existing island on Elm
Avenue east of El Camino Real with this project was bid as an
alternate item. Since the widening of Elm Avenue east of El
Camino Real project will be advertised soon, staff feels that the
median island reconstruction should be included in the subsequent
project to take advantage of construction efficiency and economy.
Therefore, the alternate bid item to reconstruct the median
island on Elm Avenue is not recommended for award with this
traffic signal project.
The Engineer's estimate for the construction portion of this
project is $95,000. References have been verified on the low
bidder and staff recommends the award of this contract to McCain
Construction Company, Inc.
FISCAL IMPACT:
Funds in the amount of $132,000 were originally appropriated for
this project in the Capital Improvement Program budget and are
available in the project account No. 320-840-1840-3178.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
THE EXECUTION OF CONTRACT NO. 3178 FOR THE
CONSTRUCTION OF THE TRAFFIC SIGNAL SYSTEM AT THE
THE INTERSECTION OF ELM AVENUE AND EL CAMINO REAL
WHEREAS, bids have been received by the City of Carlsbad
for the construction of the traffic signal system at the
intersection of Elm Avenue and El Camino Real; and
WHEREAS, the low bid received for Item 1, TRAFFIC SIGNAL
CONSTRUCTION, of said project was submitted by McCain
Construction Company, Inc., in the amount of $80,127; and
WHEREAS, sufficient funds are available in the project
account No. 320-840-1840-3178 for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the bid of $80,127 by McCain Construction
Company, Inc. for the construction of the traffic signal system

at the intersection of El Camino Real and Elm Avenue, Project
No. 3178, is hereby accepted and the Mayor and City Clerk are
hereby authorized to execute a contract thereafter.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 28th day of April 7
1987 by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
