COMMISSION APPOINTMENT
Senior Commissioner Judge Hiram Hoskin passed away on May 16, 1988 thus creating a vacancy on the Senior Commission. Judge Hoskin's
term as a Senior Commissioner was through September 1990.
This is to request your assistance in having a replacement appointed to the Senior Commission.

NOTICE IS HEREBY GIVEN that the Senior Citizen Commission will be
holding a special meeting on Tuesday, August 19, 1986 at 8:30 a.m. in the
Harding Community Center Multi-Purpose Room, 3096 Harding St, Carlsbad, CA,
92008 to discuss a proposal of a Management Services Contract between the
Carlsbad Senior Citizens' Association and the City of Carlsbad.

Dear Chairman Cochran,
As you are aware, since July 18, 1986, the C.S.C.A. has been without a.
individual to manage the various programs and activities provided by t
Association.
We, the Board of Directors of the C.S.C.A. have discussed this situatil
at some length and propose that the C.S.C.A. contract with the City of
Carlsbad for the services of Sue Spickard to manage the Newsletter,
Transportation, Mobile Meals and Nutrition Programs of the C.S.C.A.
(as per Contract with the city signed June 6, 1985.
After working with the City and Sue for almost a year, we believe this
proposal is viable and would precipitate an extremely coordinated Seni’
Program and exemplify the spirit of cooperation between the City and
the C.S.C.A..
We realize that this proposal would necessitate that Sue’s time be sha
and that some additional staff and support would be necessary. We are
willing to work with the City towards this end and offer reasonable
financial support.
Weunderstand that the Senior Commission will not be meeting in August.
We believe it is imperative that the C.S.C.A. reach some decisions so0
regarding the management of their programs. This letter is to request
that the Commission, at their earliest convenience, schedule a special
meeting to discuss this proposal. I and the.other Members of the Boa
