Receive report from SANDAG concerning Highway 78 Corridor Study
Phase I.
BACKGROUND:
A SANDAG committee is working on a long range study for dealing
with problems of traffic growth along the Highway 78 corridor.
Carlsbad is directly influenced by this study due to our interchanges
on Highway 78 and El Camino Real and Jefferson and also because
of the fact that Palomar Airport Road and Cannon Road provide relief
for Highway 78.
Mike McLaughlin of SANDAG will make a 15 minute presentation and
answer questions.

STATE ROUTE 78
(PHASE I STUDY)
The State Route 78 Reconnaissance Study and Concept Plan is attached for your
review. This study was developed in concert with advisory committees consisting
of North County elected officials and staffs. Phase I of the State Route 78 Study
is now complete. The second phase, which includes traffic modelling and transit
alignment evaluations, is well underway and will build upon and follow the recom-
mendations of Phase I.
This study is a response to the need to continue planning and design of the SR78
corridor. The primary conclusion of the Study is that North County can reduce
the impacts of the congestion and related problems that have occurred in other
rapidly growing areas through coordinated planning and the early identification of
potential problems.
The study makes a series of detailed recommendations. The most important pro-
posals include:
1. Improvements to the freeway operation to include widening and interchange
upgrades,
2. Creation of a parallel arterial system,
3. Balancing of the land use and transportation systems, and
4. Enhancement of the design and appearance.
The plan also identifies the steps and responsible agencies that would be necessary
to achieve these objectives. Unless action is taken soon, and in a concerted
fashion, the opportunity to mitigate the impacts associated with the rapid growth
along the SR78 corridor and to conserve the existing character of North County
will be lost.
