RECOMMENDED ACTION:
Council adopt a motion to participate in funding for the widening
of Highway 78 and endorse the average (12%) cost allocation
share.
ITEM EXPLANATION:
At the Council meeting of April 21, 1987, Council adopted
a motion to participate conceptually in funding for the widening
of Highway 78 at the 10% ($500,000) level.
Representatives from the participating cities and the County
met Thursday, April 24 to report on each agency's preferance
in regard to the proposed SANDAG funding formulas. In general,
all supported the necessity to proceed with the Highway 78
widening subject to agreement on the financing. It was also
the consensus that Highway 78 is a regional issue that must
be addressed by all the cities and the County in this area.
After considerable discussion ranging from which of the SANDAG
formulas to use to the establishment of a regional thoroughfare
fee, it was decided that the local match should be limited
to $6 million shared on the average percentage of the SANDAG
formulas (Attachment A).
This would result in Carlsbad's share being 12% ($720,000)
which could be paid over a three year period. The SANDAG
formula had addressed a $5 million local contribution with
Carlsbad's percentages ranging from 10% to 17% at a cost to
the city of between $500,000 and $850,000.
Representatives will meet again on May 14, 1987 to report
their respective agency's position on the $6 million cap and
the average cost allocation share.
FISCAL IMPACT:
If the l/2£ sales tax issue passes in November, funds would
be provided from that tax to pay for the Highway 78 widening.
If the voters reject that tax, Carlsbad would be required
to come up with its share in three years.

JOINT EXPLANATORY STATEMENT OF THE COMMITTEE OPCONFERENCE*

Subsection (a) describes project* authorized under this section.
Paragraph (53) authorizes a highway project to expand a high-
way which connects with an Interstate route in the vicinity of
Oceanside, California, with another interstate route in the vicinity
of Escondido, California, to demonstrate methods of reducing traffic
congestion and accidents.

The conference substitute establishes a combined Federal and

State funding level for demonstration projects of 1356 million pe

reallocations of Federal funds provided from discretionary pro-
grams (with pbligationai authority reserved) and the remaining
20% ($71 million) to be provided by state or local funds. Local gov-
ernments cannot be required to contribute funds to theproject The
projects include projects from both the House and Senate.
The provision also includes a guarantee for each state that it will
receive at least Vt of 1% of the new funds provided.
The $107 million is drawn down from the Interstate construction
discretionary program, the Interstate 4R discretionary program,
the Interstate transfer discretionary program, and the discretion-
ary portion of the bridge program. Each discretionary program will
provide funds on a pro rata basis. Funds drawn from the discretion-
ary programs would not be subject-to the requirements of the dis-
cretionary programs, but would instead be subject to the require-
ments that are necessary for these projects.
The Secretary is required to provide a brief annual status report
to Congress beginning in 1988 on all of the projects.
