ITEM EXPLANATION:
On January 13, 1987 the City Council authorized staff to contract
the Area Agency on Aging (AAA) to provide nutrition, home deliver
meals and transportation services in the city of Carlsbad (AB# 8E
At that time, staff estimated these programs would cosk $35,000
annually.
The nutrition and home delivered program meals are prepared in tl:
City of Vista through their central, kitchen. Under contract with
Carlsbad Senior Citizens' Association, the City of Vista has preF
the meals for the Carlsbad program since 1982. In order to conti
the nutrition and home delivered meals programs, it is necessary the City of Carlsbad to enter into an agreement with the City of
Vista for meal preparation. This agreement will become effective
July 1, 1987 and may terminate upon 30 days written notice by eit
party.

FISCAL IMPACT continued
$35,000 has been requested in the Fiscal Year 87-88 Senior
Citizen Division budget. $12,744 represents a portion of
that amount. The remaining $22,226 will be utilized for
various paper goods, supplies, volunteer mileage reimbursement,
and small equipment.

THIS AGREEMENT entered into by and between the CITY OF '
VISTA and the CITY OF CARLSBAD this 9 day of %f.fm I ,! VI

~ WHEREAS, the CITY OF VISTA and the CITY OF CARLSBAD
each receive funding from the San Diego County Department i
of Social Services, Area Agency on Aging, for senior nutrition
programs each year: and
WHEREAS, the CITY OF VISTA SENIOR NUTRITION PROGRAM (here-
inafter called VISTA) agrees to provide to the CITY OF CARLSBAD
(hereinafter called CARLSBAD) a certain number of lunch meals
each day with hot meals to be provided Monday through Friday,
and frozen home meals provided for weekends and holidays as

I designated in the VISTA contract document; and
WHEREAS, all meals provided shall meet the standards
of Title I11 of the Older Americans Act and nutritional guide-
lines of the County of San Diego, Area Agency on Aging; and,
WHEREAS, VISTA and CARLSBAD have determined that the
agreement herein for the providing of meals under the conditions
hereinafter set forth by VISTA and the payment for meals as
hereinafter set forth by CARLSBAD is in the beneficial in-
terest of all parties.
THEREFORE, in consideration of the covenants and promises
hereinafter set forth, the parties hereto agree a5 follows:
1. "Contract Document" in this agreement means the con-
tract between the City of Vista and the San Diego Department
of Social Services, Area Agency on Aging.
2. VISTA shall provide up to 30 home meals per day for
CARLSBAD and said meals to be provided Monday through Friday:
up to 25 frozen home meals to be provided for weekends: and

up to 30 frozen home meals per day on holidays designated
in the VISTA contract document. ,
3. VISTA shall provide up to 115 lunch meals per day ~
for CARLSBAD and said meals to be provided Monday through i 1
Friday except on holidays designated in the VISTA contract \

California; CARLSBAD shall pick up said meals and provide
I the transportation for said meals from VISTA to CARLSBAD.
5. VISTA shall be responsible for the ordering, purchasing
and payment for raw food items and consumable supplies for
home meals to be used in the meal preparation. Food preparation
shall be provided at the VISTA site and under the supervision
of VISTA employees. CARLSBAD shall have access to VISTA pur-
chase documents, food preparation, packaging and storage areas
and the record keeping practices as they pertain to meals
provided under this agreement in order to determine the adequacy
of VISTA'S purchasing, cleaning, health and sanitation prac-
tices. It is understood and agreed that to the maximum extent
possible, VISTA shall use donated foods to minimize meal costs.
6. VISTA shall comply with all Federal, State and local
laws and regulations governing the preparing and handling
of food: shall procure and keep in effect all necessary li-
censes, permits and food handler's cards as are required by

law; and shall post such licenses, permits and cards in a
prominent place within the meal preparation areas, as required.
VISTA shall comply with all applicable Federal, State, and
local laws and regulations pertaining to wages and hours of
employment.

16. CARLSBAD agrees to pay VISTA a price for meals that 1 !
is based on analysis of current labor, supply and raw food ~
costs as determined by VISTA and shall not exceed $2.35 per I 1
meal. CARLSBAD shall make such payment to VISTA on a monthly 1
basis on or before the 15th day of the calendar month after
the meals have Deen delivered. 1 I 17. VISTA shall be responsible for any liability arising
out of the preparation and maintenance of foods until they
are picked up by CARLSBAD. Prepared foods shall become property
and liability of CARLSBAD at the time they are picked up at
the Vista site. VISTA shall provide CARLSBAD proof of compre-
hensive general liability coverage naming the CITY OF CARLSBAD
as additional insured for any occurrence arising out of the
operation of this agreement. CARLSBAD shall provide VISTA

18. Either party to this agreement may terminate this
agreement by 30 days written notice to the other party.
IN WITNESS WHEREOF, the parties hereto have set their

In the near future you will be receiving a letter from the County of
Diego, Department of the Area Agency on Aging regarding the need for
funding support for our Information & Referral program. Currently w
provide I&R services through an individual (paid by NoCoSIA) station
at, your focal senior center. This person provides important informa
and referral services on a one-to-one basis to seniors in-your
community. This is a priority service, federally mandated and of
extreme importance to the frail elderly. Without this service many
seniors would not be able to access needed programs and services.
It is our hope that we can continue to provide this help to seniors your area. Since 1978 we have provided services to an average of 2E seniors per year in Escondido. We have provided information on suck
important topics as social security, nutri-bion, housing, medical
serivces, transportat>ion, employment,, etc. When we make referrals P also do follow-ups to insure services are received.
Other services our organization provides include In-Home Support,
(homemaking, visiting, telephoning, chore services) .. Transportation
(escorts, taxi vouchers J volunteers 1, Housing Referral Services and
other vitally needed support, services t.0 low-income, frail seniors j
the North County.
We would appriciate any support of our programs your city can provic we can continue to serve your community. The Information & Referra: program is an important North County service with I&R specialists
stationed locally, aware of local needs and the resources to solve 1
problems faced by seniors here.
Thank you for your past support of our programs, we certainly hope J
can continue to be of service to you, your city and it’s seniors.
