MP AND ALGA ROAD AND CORINTIA STREET TITLE: APPROVAL OF PLANS AND SPECIFICATIONS, FOR TRAFFIC SIGNALS AT ELM AND MONROE DEPTmHD. ~1~y~~l-y CITY MOR.& I RECOMMENDED ACTION: Adopt Resolution No. 9060 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of traffic signal systems at the intersections of Elm Avenue and Monroe Street, and Alga Road and Corintia Street. ITEM EXPLANATION: The firm of Herman Kimmel and Associates has prepared bid drawings and specifications for the two (2) referenced traffic signal systems. Staff requests the Council approve the plans and specifications and authorize the advertisement of bids for the construction of the signal systems. The intersection of Elm and Monroe is presently controlled by a four-way stop. It is anticipated that the extension of Elm Avenue to El Camino Real coupled with completion of the Calavera Hills Park project and present and future development in the Calavera Hills area will substantially increase intersection traffic. Elm Avenue following its extension between Donna Drive and El Camino Real will become the major east-west link to the downtown area, Interstate 5, and the beaches. The City's Traffic Engineer has determined that the intersection will meet warrants for a traffic signal in the near future. The intersection improvements include removal of painted stops, restriping, pedestrain ramps, and replacement of a short section of sidewalk. Due to the steep vertical curve, an advance flashing beacon will be installed west of the intersection on Elm Avenue to alert eastbound drivers. Contract documents for the Elm and Monroe signal require construction to be completed within seventy-five (75) days of issuance of the Notice to Proceed unless the City accepts a deductive alternate for ninety (90) days. On December 2, 1986, the City Council approved the construction of a traffic signal system at the intersection of Alga Road and Corintia Street. Plans and specifications for the construction of this signal system are now complete. Staff recommends the Council approve the plans and specifications and authorize the advertisement of bids for the project. Contract documents for the Alga and Corintia signal system require construction to be completed within sixty (60) days of issuance of the Notice to Proceed unless the City accepts a deductive alternate for seventy-five (75) days. Page 2 of Agenda Bill No. 89'73 FISCAL IMPACT: The City Council has appropriated $80,000 in the 1986-87 Capital Improvement Program budget in Account No. 320-820-1840-3257 for the construction of the traffic signal system at the intersection of Elm and Monroe. The Council appropriated $70,000 from the unappropriated reserve of the General Capital Construction Fund to the project account NQ. 300-820-1840-3259 on December 2, 1986 for the construction of the traffic signal system at the intersection of Alga and Corint ia. NO SCALE 1 VICINITY MAP N. 1. s. e 9 10 . 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 20 RESOLUTION NO. 9060 A RESOLUTION OF THE CITY COUNCIL OF THE C L CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR TY OF BAD, THE CONSTRUCTION OF TRAFFIC SIGNAL SYSTEMS AT THE INTERSECTIONS OF ELM AVENUE AND MONROE STREET AND ALGA AND CORINTIA WHEREAS, the City Council of the City of Carlsbad, California, has determined it is necessary and in the public interest to construct traffic signal systems at the intersections of Elm Avenue and Monroe Street and Alga and Corintia; and WHEREAS, plans and specifications for the furnishing of all labor, mat'erials, tools, equipment, transportation and other expenses necessary or incidental for said projects, have been prepared and are on file in the Office of the City Clerk and the Municipal Projects Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the City Council of the City of Carlsbad, California, has appropriated funds for the construction of said projects; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. That the above recitations are true and correct. 2. That the plans 'and specifications as presented are hereby approved. 3.
