HD^*T7 PITY ATTY CITY MQR.^^^ UJ O MM 8t O 5 Oz RECOMMENDED ACTION: Adopt Resolution No. ?g>C-3 approving Encina Joint Advisory Committee recommendation related to Encina 301h Waiver. ITEM EXPLANATION The Encina Joint Advisory Committee (JAC), acting on recom- mendations from its Public Participation Committee (PPC), has requested the member agencies to approve the following policy related to the Encina 301h Secondary Treatment Waiver: 1. That Encina return to full secondary treatment as soon as there is a reasonable, reliable method of sludge reuse/disposal; 2. That JAC send a letter to the San Diego County Board of Supervisors and meet with Supervisors John MacDonald and Susan Golding to ask that the County adopt a landfill moisture disposal priority system giving precedence to municipal wastewater sludge and allowing Encina to return to full secondary treatment (allowing all Encina sludge to be disposed of at Otay); 3. That Encina retain the current "waiver" permit, rather than applying for a new National Pollutant Discharge Elimination System (NPDES) permit. This would allow maximum flexibility to respond to changing energy costs and/or treatment tech- nologies while continuing with the more extensive waiver-level ocean monitoring; 4. That JAC authorize continued PPC meetings as necessary to address specific issues (waiver, sol ids management, wastewater facilities expansion, etc.) as they arise; and 5. That JAC authorize Encina to hire a part-time Public Information Officer on an as-needed basis (not to exceed $15,000 per year) for FY 1987/88 to prepare press releases, information for dis- tribution to the general public, and reports as requested by the General Manager. These recommendations are consistent with the intent of previous Council actions related to the waiver issue.bo PAGE 2 OF AGENDA BILL NO. <f ?? 7 FISCAL IMPACT Relinquishment of the waiver will increase operating costs at Encina which will result in increased user fees. Approval of a part-time Public Information Officer at $15,000 would be paid for partially by Carlsbad. Interim cost impacts will be subject to further review at submittal of the Encina 87-88 Fiscal Budget. EXHIBIT 1. WHEREAS, the Encina Joint Advisory Committee (JAC) has made certain recommendatons related to the Encina 301h Secondary Sewage Treatment Waiver; and WHEREAS, the City Council of Carlsbad has reviewed the recommendation and found acceptable and consistent with past City policy. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, the following recommendations: 1. That Encina return to full secondary treatment as soon as there is a reasonable, reliable method of sludge reuse/disposal; 2.
