The City Council at your meeting of May 5, 1987 directed
the City Attorney to prepare the document denying the
specific plan for a 203 acre business park and upholding the Planning Commission decision. That document is
attached.

WHEREAS, on February 18, 1987 the Carlsbad Plan
Commission adopted F.esolution No. 2642 recommending to t
Council that Specific Plan 198 be denied; and
WHEREAS, the City Council of the City of Carlsb
May 5, 1987 held a public hearinq to consider the recomm
and heard all persons interested in or opposed to Specif
198; and
