PER RECOMMENDED ACTION: TITLE: AMENDNG THE CLASSIFICATION AND SALARY PLAN FOR SITE MANAGER CITY MOR.- City Council adopt Resolution No. 707/ adopting the classification description and salary plan for Site Manager. ITEM EXPLANATION On 3anuary 13, 1987, the City Council authorized staff to contract directly with the San Diego County Area Agency on Aging (AAA) to provide several programs for Senior Citizens. The nutrition program, mobile meals and senior transportation were formally supervised by the Carlsbad Senior Citizen Association. These activities will continue to be coordinated by a Site Manager. position is financed by grant funds. The only difference, however, is that the City will employ the Site Manager. This Personnel has reviewed the position and developed a job classification for adoption by the City. FISCAL IMPACT The biweekly salary for the Site Manager is $592.67 - $701.66. $15,409 - $18,243 on an annual basis. on Aging. This equals The position is funded by the Area Aqency 1 .. 1 2 3 4 5 6 7 8 9 IO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2% RESOLUTION NO. 9071 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATION OF SITE MANAGER WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Site Manager should be adopted and included in the City's Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manaqer to add the classification of Site Manager as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Site Manager to the Miscellaneous Employee Salary Schedule at Ranqe 18, $592.67 - $701.66 biweekly as shown on Attachment B, attached hereto and made a part thereof. ( SEAL ) 2 Attachment A Resolution No. 9071 SITE MANAGER DEFINITION Under general supervision, to coordiante the nutrition and mobile meals programs for senior citizens; to participate and assist in the implementation of senior citizen programs; and to do related work as assigned. EXAMPLES OF DUTIES Coordinate, supervise and implement the operations of the mobile meals proqram and the nutrition proqram. Supervise, administer and coordinate the portioning and serving of contractual meals and the operation of the kitchen and dining room. Act as an advocate for the elderly. Order supplies , equipment and keep inventory. Develop and maintain the routes for the mobile meals program. Compile statistics and prepare reports. Maintain proper Health Standards in regards to food service delivery. Coordinate the packaging of prepared meals for delivery, to mobile meals participants. Conduct nutrition education and social service proarams. Collect donations and prepare receipts. Assist with the development of the budget. Perform an assessment of clients to determine their eligibility for the mobile meals program. Recruit, supervise, train, schedule and evaluate assigned staff and volunteers. Represents the City at various meetings. QUALIFICATIONS Knowledge of Theory, practices and principles of gerontoloqy and senior proqramming. Program planning, budget preparation and personnel management. Principles of menu planning, and meal service and sanitation. -_ SITE MANAGER, Continid Ability to Relate to older persons and coordinate all phases of the nutrition proqram and mobile meals. Work with large groups of people. Use good judgement and make sound decisions in accordance with established procedures and policies. Supervise staff and volunteers. Establish and maintain cooperative and effective relationships with those contacted in the course of work. Communicate clearly and concisely, orally and in writinq. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities that would be qualifyinq. A typical way to obtain the knowledge and abilities would be: .Experience Two years of full-time experience in food service operations and nutrition planninq. Experience in 'micro-computer operations is helpful, but not mandatory. €ducat ion Any combination of education courses which would provide the knowledge necessary to perform the duties of the position including courses in food service management and nutrition. NECESSARY SPECIAL REQUIREMENTS Possession of a valid Class I11 California Driver's License. Ability to acquire a Food Manager's Certificate within six months of date of hire. This position is federally funded.
