RED AND GRAND AVENIE civ MGR.~ AB# 9 O0 p TITLE: IJNDERGROIJND lJ"ILITY DISTRICT NO. 10 MTG. 5/19/87 GARFIELD STREET BETWEEN ELM AVENUE ClTYAd RECOMMENDED ACTION: f3 0 a e 9 a .. z 0 5 a =! 0 z 3 If Council concurs, your action is to adopt Resolution No. 9476 determining the necessity to form Underground Utility District No 10, Garfield Street between Elm and Grand Avenues and setting a public hearing. ITEM EXPLANATION: On October 28, 1986, Housing and Redevelopment Commission approved the concept of making Garfield Street a public parking lot with one way traffic. requesting proposals for design of the project. As part of the work scope, overhead poles can be removed and utilities placed underground. San Diego Gas and Electric would do the undergrounding during the construction phase of the project. Cost of the undergrounding would be $15,000-$20,000 and would be paid from the City's Title 20A conversion fund balance. SDG&E estimates the City's current unallocated fund balance at approximately $400,000. Council is asked to determine the necessity for forming the Underground Utilities District No. 10 and set the matter for public hearing on June 2, 1987. Staff is in the process of FISCAL IMPACT: Cost of $15,000-$20,000 for undergrounding will be paid by San Diego Gas and Electric from the City's share of Title 20A Conversion Funds. Location of the district is in Garfield Street between Elm Avenue and Grand Avenue. The schedule is as follows: April 27, 1987 City staff notifies Utility Companies of proposed formation May 19, 1987 City Council to determine necessity and set public hearing May 22, 1987 City Clerk notifies property owners and Utility Companies of public hearing June 2, 1987 City Council hold public hearing June 4, 1987 City staff notifies SDG&E to proceed with design If you have questions, call me at 434-2811.
