" � RECOMMENDED ACTION: Review and discuss study. `"�� Direct staff to proceed with the recommendations contained in the attached staff report and executive summary dated May 19, 1987. ITEM EXPLANATION As a result of the City's new Growth Management Program, the City Council on Duly 8, 1986 authorized the preparation of a Citywide Traffic Impact Study. The consulting firm of Barton-Aschman Associates, Inc. was selected to prepare the study. The primary purpose of the study was twofold: 1) To analyze whether our existing and planned future circulation improvements would comply with the circulation performance standard adopted as part of the Growth Management Plan. 2) To determine a funding source to provide the improvements required to comply with the performance standard. The analysis provided in the study was broken down into three parts; existing conditions, conditions with all the previously approved but unbuilt development projects and buildout conditions. Staff will make a presentation on the study at the City Council meeting of May 26, 1987. The Planning Commis n will also attend the meeting. The presentation will start with an informational overview to familiarize the Council and the Commission with some basic concepts and terms relating to transportation planning and traffic studies. The presentation will consist of three parts: 1) Overview of the Transportation Planning Process - Marty Bouman, City Transportation Planning Consultant 2) Overview and Summary of the Study's Findings - Michael Holzmiller, Planning Director 3) Financing - Phil Carter, Senior Management Analyst Attached is,a memorandum to the City Manager, dated May 19, 1987 which contains a more detailed Staff Report and Executive Summary of the study.
