The Planning Commission and staff are recommending that the (
Council ADOPT the Negative Declaration issued by the Plannin!
Director and ADOPT Resolution No. q!J;2, APPROVING the Local
Facilities Management Plan - Zone 4.
ITEM EXPLANATION:
Zone 4 is the second Local Facilities Management Plan to be scheduled for a public hearing before the City Council. The
Planning Commission held a public hearing to consider this LC
Facility Management Plan on May 20, 1987, and following the
public hearing recommended moving the plan forward for City
Council review.
The Local Facilities Management Plan Zone 4 is located in tht
City's southwest quadrant and is generally bounded by Inters1
5 on the west and the undeveloped land to the east. The zone
Poinsettia Lane. Overall Zone 4 consists of just a little 01
500 acres of land which slopes moderately upward to the east
from 1-5. Zone 4 is almost completely built out with
residential development which ranges from single family, R-l-
7500 square foot lots, to sixplexes. The area within Zone 4
includes the new City Fire Station No. 4, and the only remain
undeveloped land is a 5.12 acre commercial site along 1-5.
Of the 11 public facilities being analyzed in the Local
Facilities Management Plan for Zone 4 only 2 currently do not
conform with the adopted performance standards. These two
facilities are Library and Parks.
Library
As was the case in the first Local Facilities Management Plan that the City Council considered back on May 19, 1987, the
Library is still not conforming with the adopted performance
standard. Until the City Council takes action approving meas
which provide for additional Library services, the adopted
performance standard will not be met, and ,therefore, no
residential development may occur in Zone 4 or the City.

Parks:
The second public facility which is not in conformance with
adopted performance standards is that of Parks. The Local
Facilities Management Plan for Zone 4 is located in Park Dis
3 or the southwest quadrant. Based upon the standard of Par!

ENVIRONMENTAL REVIEW:
A Negative Declaration was issued by the Planning Director on
May 8, 1987, indicating that the Local Facility Management P1
for Zone 4 is not anticipated to have any significant adverse
impact on the environment.
FISCAL IMPACT:
Staff time has already been utilized in preparation of this
plan. It is anticipated that further staff time will be
necessary to monitor this, and other zone plans, on a yearly
basis. The implementation of this plan, however, should help
future fiscal planning for the City by listing future facilit
and their costs.

WHEREAS, a Local Facilities Management Plan has beer
prepared for Local Facilities Management Zone 4 in accordanct
Chapter 21.90 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did on May 20, 198;
duly noticed public hearings as required by law to consider 5
plan and at the conclusion of the hearing adopted Resolution
2650 making findings and recommending that the City Council t
plan; and
WHEREAS, a Negative Declaration was issued by the FS1

CUP-205(A) and applicant's request to change the patio
area to restaurant seating at the Crazy Burro restaurant
located on the east side of El Camino Real between Alga
Road and Dove Lane in the C-1-Q zone, based on the findings
and subject to the conditions contained therein.

Sewer Collection System
Existing sewer collection networks comply with the
adopted performance standard to the ultimate buildout of
Zone 4. Since only minimal development can occur in this
zone, any increase in size of the collection system would be the result of out-of-zone impacts.
Water Distribution
Water service to Zone 4 meets the adopted performance
standard to the buildout of Zone 4.
In summary, Gary Wayne stated that there are two facilities
which now fall below the performance standard in Zone 4, and
the potential exists that wastewater may not conform to the
standard within the five year period. Lloyd Hubbs, City
Engineer, proceeded to address the wastewater treatment
capacity .
Wastewater Treatment Capacity
The original zone plan (#3) submitted to the Commission
indicated that existing facilities, Citywide, will meet the
adopted performance standard, assuming the Phase IV expansion
of Encina WPCF. However, a more recent review of the sewer master plan, indicates that capacity will be exceeded before
the expansion occurs and interim measures will be necessary.
Carlsbad's current capacity of wastewater now being
treated at Encina is 5.7 MGD. The March measurement
statistics indicated a flow of 4.7 MGD, with only 1.0 MGD
remaining. All assumptions considered, current projections
add .4 MGD per year, which is about a two-four year capacity. Flow measurements at Encina will be monitored monthly by
staff. When we reach 5.25 MGD, plans to accelerate the
expansion will begin immediately and interim treatment
capacity will be leased from Vista or San Marcos. The
Calavera Reclamation Plant could also be activated as a stop gap measure if no other options are available. Permits for
the Encina expansion are being requested from the Regional
Water Quality Control Board in an effort to begin posturing for the expansion.
Reclamation Plant and expand the Encina WPCF are available.
Commissioner McFadden inquired if Calavera Hills will reclaim
water or sewage processing and Mr. Hubbs replied that the
original scheme for Calavera was to reclaim water but since that would cost an additional $2 million, the plant would only process sewage and send it to the outfall.

not include Spinnaker or Altamira. Phil Carter replied that the park inventory for the plan was furnished by the Parks
and Recreation Commission.

to a point just east of Paseo del Norte.
