I MTG. 6/23/87 GOLF COURSE STUDY, CITY A' DEPT.P&R CITY M RECOMMENDED ACTION: SAN DIEGO COUNTY LAND Endorse the proposed letter to San Diego County Supervisor John Macdonalc to investigate the feasibility of a Golf Course on County property located ir central Carlsbad. ITEM EXPLANATION : Two potential Golf Course sites have been identified in Carlsbad; Lake Calavera and the San Diego County property located near the Safety Center and south of Palomar Airport Road. Preliminary review indicates that the County property has the best potentia for a championship golf course. It is recommended that the City pursue the golf course concept through the appropriate San Diego County representatives. FISCAL IMPACT: There is no fiscal impact at this time. EXHIBITS : 1. 2. Melrose PUBLIC GOLF COURSE In the past few months, the City has been actively pursuing the development of a public golf course within the City of Carlsbad. A number of sites have been identified and analyzed to determine their potential for development. One of the sites identified as having a high degree of developmer potential for a golf course development is located on approximatc 200 acres of County owned property. Specifically, the assessor': parcel number of this property is 209-050-25 and is located direc east of Carlsbad's Public Safety and Service Center. The City of Carlsbad would like to explore the feasibility of en1 into a long-term lease agreement with the County of San Diego foi use of this property. The County would be compensated for the u! of the property. As a part of this process, the City would be willing to discuss any long-term land use changes that would benc the City and the County. Again, for a number of reasons, this acreage would afford an excellent opportunity for the developmenl of a public golf course and we have budgeted $20,000 for design. It is therefore respectfully proposed that the County Board of Supervisors consider the possibility of our request. County property adjacent to the trash transfer station 2. Calavera Lake Recommendation: That the City actively pursue the county property located near t Safety Center South- of Palomar Road for a golf and tennis cornplc Discussion: 9 The following analysis is submitted for your consideration regal the above two sites. County Property (Zoned P1 planned industrial) San Diego County owns approximately 150 acres of land located e; of the Public Safety Center and the Trash Transfer Station and immediately south of Palomar Road. A preliminary analysis indicates that access can be made off Pa: Road. Presently the subject parcel is undeveloped and the topography 1 filled with peaks and canyons. This site, in my opinion, would be perfect for a golf course as is located in central Carlsbad and has easy access off of 1-5 ar via El Camino Real and Palomar Road. (Another plus is that the] the potential to use reclaimed water in this area). The topography can be melded into a very attractive and challen! golf course by utilizing the "links" concept. Councilman John Mamaux had a preliminary conceptual plan pr- =pare that outlines a par 72 (6700) yard championship golf course, tn? meanders through the peaks and valleys quite well. club house, parking lot and a driving range. Not included in the plan, but should be considered, is an area : a tennis complex. It includes 6' * !2 e,, June 3, 1987 Ray Patchett Mr. Mamaux's plan does pose a couple of road or street crossing problems, but I believe that they can be worked out by utilizir tunnels, overpasses or crosswalks. Calavera Lake (Zoned 05 - Open space) The City of Carlsbad's water enterprise fund owns the approxima 250 acres of Calavera Lake property. When the City Water Depar and Coastal Real Municipal Water District merged a couple of ye ago,-an agreement was reached that proceeds from the sale or le of the subject property reverts back to their respective funds Capital items and improvements. There also may be a bond indeb that may require resolution. It is not known at this time exactly how many acres of the subj property is relatively flat. The water surface of the Lake is estimated to be 35. acres. The Lake was formed by an earthen da constructed in 1942. The dam may require considerable re-work of its phyqical makeup and age. Adjacent to the southern shore Lake looms the 300 foot high Cerro De La Calavera mountain, its .west face scarred by earlier quarrying operations. 4, I In the 70's the county was considering the Lake Calavera area a of their regional parks. Due to lack of available funds, the c has abandoned this regional park concept. The Golf Course Committee, set up to review potential golf couri sites in 1985, along with the Macario Canyon Project, did look t the Lake Calavera property. Ted Robinson, a renowned golf couri designer, stated he would look with caution on developing a go1 course on the Lake Calavera property due to the uncertainty of . watir table in the lake, primarily during severe, inclement wea With the uncertainties of the land ownership, the location, watl table, access and topography, I would deem the Calavera Lake prc to be less than desirable for a fucure city-owned golf course.
