CITY MC PHASE I, PROJECT NO. 3173 DEPT. MP
CITYAT' FOR THE CALAVERA HILLS COMMUNITY PARK, MTG,O~/I 4/87
DEPT. H TITLE: APPROVE CONSTRUCTION CHANGE ORDER NO. 5
RECOMMENDED ACTION:
Adopt Resolution No. 9/53 approving construction Change Or
No. 5 for the Calavera Hills Community Park, Phase I, Project I
3173.
ITEM.EXPtANATIBN:
Phase I construction of the Calavera Hills Community Park
proceeding on schedule. To date, four (4) minor change ord
required by changed field conditions totalling $8,767 have b
previously executed in accordance with Administrative Order
7. Proposed additive Change Order No. 5 includes the followin
Item 1: Installation of telephone conduit
from Glasgow to the exterior wall
of the restroom building.
$ 3,482.
Item 2: Phase I1 perimeter fencing 13,607.
Item 3: Contractor purchase and installation
of playground equipment 42,694. I Total Cost of additive Change Order No. 5 $59,784.
The plans for Phase I of the park do not include a service PO
for the installation of a public pay telephone anywhere on
site. Staff recommends the installation of a public
telephone on the east wall of the restroom facility whicb
currently under construction. The conduit and wire specified
been sized to provide additional public pay telephone service
the future Community Center building to be constructed in PI-
install the telephone instrument itself prior to Phase
opening to the general public.
The plans for Phase I of the park include perimeter fen(
around the ballfields fronting Glasgow and Tamarack solely wi'
the Phase I site. This contract, however, includes the grac
and installation of drainage structures on the adjacent fui
Phase I1 park site, as well as the future Fire Station sit1
the corner of Elm and Glasgow. Staff strongly recommends
continuation of fencing around the entire perimeter of the fui
I I. Parks personnel will make arrangements to purchase
Phase I1 site at this time, Installation of perimeter ftnl
will discourage individuals from riding or walking across
steep, planted slopes, thereby reducing erosion problems
minimizing the potential for personal injury. This item
includes the installation of a concrete mow strip w'
I facilitates drainage and controls erosion in this area of , park.

The two (2) large pieces of playground equipment were rem0
from the Phase I plans by the park architect, Recreation Syste Inc., prior to bidding the project due to the fact that
specified equipment at that time was thought to be unavaila
through existing manufacturers. Consequently, this contract d not include the installation of this playground equipment. k
the approval of the Parks Department, the park architect
specified new playground equipment to be installed in Phase
Staff has negotiated a price with the Phase I contractor
purchase, deliver and install the new playground equipment E
part of this contract. The contractor has indicated a tirr
order of the playground equipment will ensure its installat
within the existing contract period. This approach will res
in delivery of a complete Phase I park within the prescribed t
period and minimize equipment ordering delays and installat
costs by the City.
Staff recommends approval of Additive Change Order No. 5.
The City's soils engineering consultant for this proj~
Leighton and Associates, Inc., was directed to perform n
additional soils sampling and testing during the grac
operations of this project to ensure compaction strengths
certification of building pads for the future Phase I1 Commur
Center and Fire Station. This additional soils analysis
performed due to the timing of the grading of the entire 18-:
site and because of the uncertainties and inconsistencies
subsurface conditions encountered throughout the project.
increase in Purchase Order No. 3084 to Leighton and Associate:
the amount of $10,500 is recommended for the additional sc
investigative and testing work.
detailed soils investigative work prior to construction
