USE OF FEDERAL LAND FOR SANITARY TITLE:
LANDFILL
RECOMMENDED ACTION:
Adopt Resolution No. 954 encouraging San Diego County Board of Supervisors to explore use of federal land for siting of sanitary landfill.
ITEM EXPLANATION:
Council Member Mamaux asked that this item be placed on the agenda
for Council consideration.
Solid waste and sludge disposal are serious regional problems.
siting of any sanitary landfill in Northern San Diego County will
meet with serious opposition from neighbors and landowners. existing and proposed solutions to the disposal problem have not been acceptable to residents of North County. Sanitary landfills may not be the ultimate best solution, but they are the best available disposal method at this time.

The purpose of this agenda bill and resolution is to encourage the
San Diego County Board of Supervisors to investigate the use of
federally owned land for locating landfills.
The use of a small portion of Camp Pendleton land should be considered
as a possible landfill site to serve the 500,000 residents of North County. Through proper planning, the impacts to Camp Pendleton and adjacent communities can be minimized.
It is recommended that the attached resolution be adopted to urge
all North County cities and special district to encourage the County Board of Supervisors to study the use of Camp Pendleton or other federal lands for siting sanitary landfills.

No direct fiscal impact from this action.

RESOLUTION NO. 9154
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, URGING THE SAN DIEGO COUNTY BOARD OF SUPER-
VISORS TO STUDY THE USE OF FEDERALLY OWNED LAND FOR A POSSIBLE SANITARY LANDFILL SITE
WHEREAS, solid waste disposal is a regional problem requiring the cooper-
ation of all public agencies in order to develop an economical and environ-
mentally sensitive solution; and
WHEREAS , the siting of sanitary landfills is becoming an increasingly
difficult task as the region urbanizes and the volume of solid waste increases;
and
WHEREAS, there is a need to consider all publicly owned land as possible
sites for a sanitary landfill.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad , California, as follows:
1. That the above recitations are true and correct.
2. That the Carlsbad City Council urges the San Diego County Board
site of Supervisors to explore the use of federally owned land as a possible
for a North County sanitary landfill.
3. That all North County cities and special districts be encouraged to
urge the Board of Supervisors to explore the use of federal land for siting
a sanitary landfill.
4. That the Mayor be authorized and directed to send letters to all North
County cities and special districts urging the adoption of a resolution encourag
ing the Board of Supervisors to consider the use of federal land for the siting
of a landfill.
