ITEM EXPLANATION
In August 1983, the City received $121,177 in Federal Emergency
Jobs Appropriation Act Funds. These one time funds were disbursed
through the Community Development Block Grant Program and were in
addition to the annual Block Grant funds. On October 11, 1983 the
Council selected the following projects for Jobs Bill fund
allocation:
1) Pedestrian Circulation Study
2) Parking lot north of Santa Fe Depot
3) Additional streetscaping in the downtown area
At t,4is time, all of the projects have been completed and only
$5,442.32 of the original allocation remains in the Santa Fe Depot
Parking Lot account.
July 21 1987, the Federal government declared that all Jobs Bill
money not obligated would be forfeited. Staff recommends this
$5,442.32 be transferred to the 10th Year Parking Lot fund which is
an active account with $5,937 remaining. Future improvements are
being planned for the mid Block Parking Lot and the combined funds
would benefit the completion of that project. Approval of the
contract Amendment is the formal action that permits the transfer
of funds between projects and contract years.
FISCAL IMPACT
Funds will merely be transferred from deleted projects to an active
project.

WHEREAS, the City of Carlsbad has entered into a

Cooperation Agreement with the County of San Diego to

participate in Community Development Block Grant funding; and

WHEREAS, the City Council notifies the County annually
7
f selected projects for funding and enters into a contract to

receive funds for said project year; and
9
WHEREAS, the City wishes to amend prior years contracts
10
as stated in the amendments attached hereto and made a part
11
hereof.

NOW, THEREFORE, BE IT HEREBY RESOLVED as follows:

1) That the above recitations are true and correct.

2) That the Mayor of the City of Carlsbad is hereby
15 authorized to execute the contract amendments.

Development Block Grant projects (County Contract

complete the previously approved Mid
and -Block Parking Lot project;
WHEREAS, the funds are available from the Depot Parking Lot
project.

RECOMMENDED ACTION:
Council adopt Resolution No. approving the management and
implementation agreement with the County of San Diego for Federal
Emergency Jobs Appropriation Act projects,:and appropriating funds.
ITEM EXPLANATION:
On June 21, 1983, the City Council took action notifying ,the County
Of San Diego of project selection to be funded with Federal
Emergency Jobs Bill money. These funds totaling $121,177 were
a one time Federal allocation to stimulate employment. Projects
selected by Council were: 1) Pedestrian Circulation Study; 2)
Parking Lot north of Santa Fe Depot; and 3) additional street-
scaping•in the downtown area.
In order to release these funds for project construction, the
City must now enter into a management and implementation agreement
with the County of San Diego.
FISCAL IMPACT:
This action will make available $121,177, in Federal Emergency
Jobs Appropriation Act funds to the City of Carlsbad.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA APPROVING AN
AGREEMENT BETWEEN THE CITY OF CARLSBAD AND
THE COUNTY OF SAN DIEGO FOR MANAGEMENT AND
IMPLEMENTATION OF FEDERAL EMERGENCY JOBS
APPROPRIATION ACT PROJECTS, APPROPRIATION
OF FUNDS AND AUTHORIZING THE MAYOR TO EXECUTE
SAID AGREEMENT.
WHEREAS, the City Council of the City of Carlsbad,
California, does hereby resolve as follows:
(1) That an agreement between the City of CarlsbaO and the
County of San Diego for Management and Implementation of the
Federal Emergency Jobs Appropriation Act projects, a copy of which
is attached hereto as Exhibit A and made a part hereof, is hereby
approved.
(2) That the Mayor of the City of Carlsbad is hereby
authorized and directed to execute said agreement for and on
behalf of the City of Carlsbad.
(3) That the Finance Director is hereby authorized and
directed to appropriate funds.
