RECOMMENDED ACTION:
Adopt Resolution No. f/ appointing a City representative to the North County
Transportation Coalition (NCTC).
ITEM EXPLANATION:
The North County Transportation Coalition was founded several years ago to dev-
elop an area response to the proposed bullet train. The Carlsbad Chamber of
Commerce initiated a meeting for the region to form a group representing the
transportation issues facing North County.
Subsequently, the NCTC has become a non-profit corporation under State of
California guidelines and has represented North County interests on Highway
78 and 76 in the recent past.
The specific objectives of NCTC are to raise public awareness of transportation
issues facing North County. The NCTC is a diverse group of interested and
concerned citizens focusing on transportation issues.
Initially, Mayor Casler asked Dr. Pat Lowry to represent Carlsbad on the NCTC
which Dr. Lowry has continued to do and will become president of the NCTC this
next year.
Dr. Pat Lowry has indicated a desire to continue to represent Carlsbad on the
NCTC this next year.

RESOLUTION NO. 9164
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPOINTING
A CITY REPRESENTATIVE TO THE NORTH
COUNTY TRANSPORTATION COALITION (NCTC)
WHEREAS, Dr. Pat Lowry has represented the City of Carlsbad since
the inception of the North County Transportation Coalition (NCTC); and
WHEREAS, Dr. Pat Lowry will be president of the NCTC this next
year; and
WHEREAS, Dr. Pat Lowry has indicated a desire to continue to represent
Carlsbad on the NCTC,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That Dr. Pat Lowry is hereby appointed to represent and
serve Carlsbad on the North County Transportation Coalition
for the term of her presidency.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 21st day of July 1987,
by the folloinuing vote, to wit:
AYES: Council Members Lewis, Kulchin, Fettine, Mamaux and Larson
