I ITEM EXPLANATION Earlier this year the City Council, based on a request from Sun Cal Sign Company, directed staff to proceed with a Zone Code Amendment to revise the existing Community Directional Sign Ordinance and allow the Planning Director to approve changes in sign locations. Currently any changes to sign locations would be required to come back before the City Council. Both staff and the sign company feel this is time consuming and requires additional staff work and is unnecessary. The Planning Commission agreed and is also recommending approval. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not cause any significant environmental impacts and, therefore, has issued a Negative Declaration dated May 6, 1987, approved by the Planning Commission on May 20, 1987. Copies of the environmental documents are on file in the Planning Department. I I IMPACT There will be no fiscal impacts created by the change to the Ordinance. Some cost may be saved because of the elimination of a need to bring staff reports to the City Council regarding changes in sign locations. I EXHIBITS 1. Ordinance No. yf34 2. The plan Shall be kept on file in the Planning Department. The specific location of each kiosk shall be approved by the Planning Director irior to construction and shall comply with the kiosk location ilan. Each kiosk location shall not interfere with traffic jafety. EFFECTIVE DATE: This ordinance shall be effective thirty days ifter its adoption, and the City Clerk shall certify to the idoption of this ordinance and cause it to be published at least ince in the Carlsbad 3ournal within fifteen days after its idoption. APPLICANT: CITY OF CARLSBAD CASE NO.: ZCA-200 WHEREAS, the Planning Commisson did, on the 20th day of May, 1987, hold a duly noticed public hearing as prescribed by law to consider said request; and WHEREAS, at said public hearing, upon hearing and, considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors relating to the Zone Code Amendment. RECOMMENDATION That the Planning Commission recommend APPROVAL of the Negative Declaration issued by the Planning Director and ADOPT Resolution No. 2660 recommending APPROVAL of ZCA-200. 11. PROJECT DESCRIPTION AND BACKGROUND The existing kiosk sign program has been in effect since December 1985. SunCal Outdoor Advertising was selected as the firm best qualified to build and maintain the kiosk signs. During the past year, SunCal has identified a need for additional locations. The ordinance presently states that each location shall conform to the plan approved by the City Council. The zone code amendment would allow the Planning Director to approve locations for the kiosks. Earlier this year, Council directed staff to proceed with a zone code amendment to revise the ordinance, allowing the Planning Director to approve changes in sign location. 111. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment and, therefore, has issued a negative declaration on May 6, 1987.
