ITEM EXPLANATION Carlsbad Tract No. 83-19 is a 466-unit subdivision east of College Boulevard and north of Elm Avenue. The applicant is requesting that the tentative map be extended until May 9, 1988. 1984 per Resolution No. 2289. The applicant agreed to pay Public Facilities Fees with the original application. Planning and Engineering staffs have reviewed this project and recommend the developer execute the revised Public Facilities Fee Agreement as required by Council Policy No. 17. The subdivider has signed an agreement to waive a prohibition of new condi- tions. The resolution approving the extension of the map has added 26 new conditions to the project. Many of the new condi- tions are standard conditions adopted since approval of the tentative map in 1984. Special attention should be directed to Condition Nos. 6 The tentative map was originally approved on September 4, and 8 through 14. Condition No. 6 requires park dedication within thirty (30) days after this action. Previous conditions required dedication prior to final map approval. Condition No. 8 deals with an archeological site located on the project. Condition No. 9 requires conformance with the Growth Management Ordinance. Condition No. 10 requires conformance with new Hillside Development regulations. Condition Nos. 11 through 14 deal with the currently built recreational vehicle site located adjacent to the Calavera Hills Sewage Treatment Plant. Over the past several years development financing for two projects has been provided by Vernon Savings & Association, Vernon, Texas. On March 20, 1987, the Federal Home Loan Bank Board or Vernon Savings & Loan to be closed and Federal Saving Loan Insurance Corporation appointed as its Receiver furtherance of its pub1 ic trust, FSLIC organized 2 federal savings and loan association under the nan Vernon Savings & Loan Association, FSA, in order torr the assets of the former Vernon and to minimize loss the public and FSLIC from its insurance fund.
