HomeMy WebLinkAbout1987-07-28; City Council; 9105; Health Risk San Marcos Trash to Energy Plant.. z 0 4 5 RECOMMENDED ACTION: The Council direct staff to cooperate with the City of Encinitas to share the cost of hiring a consultant to review the Health Risk Assessment for the San Marcos Trash to Energy Plant, and ADOPT Resolution No. 9/7/ transferring $15,000 from the Contingency Fund to the Planning Department budget to finance the City's portion of the costs for this study. ITEM EXPLANATION: In response to concerns expressed by the Cities of Carlsbad and Encinitas as well as concerned citizens, the City of San Marcos decided to incorporate a Health Risk Assessment prepared for the San Marcos Trash to Energy Plant into the EIR. At their meeting of 3uly 6, 1987, the San Marcos City Council voted to circulate the Health Risk Assessment for an additional 30 days. The review period runs from 3uly 8, 1987 to August 5, 1987. Members of the San Marcos City Council stated that one of the purposes of this additional review period was to allow adjacent cities adequate time to review and comment on the Health Risk Assessment. Since Carlsbad has expressed concerns about possible health risks associated with the proposed project, it would be appropriate if the City reviewed and commented on the Health Risk Assessment. Staff does not have the expertise or time to adequately review this document. The City of Encinitas has had preliminary discussions with a consultant regarding an evaluation of the Health Risk Assessment. He estimates that it would cost approximately $30,000 to adequately review this document. If Carlsbad decides to participate in this evaluation, the City's share would be $15,000. If the Council wants to take an active role in the evaluation of the Health Risk Assessment for the San Marcos Trash to Energy Plant, staff recommends that $15,000 be allocated for the review of this document. Staff should also be directed to work with the City of Encinitas to ensure that the evaluation is completed by the August 5, 1987 deadline. FISCAL IMPACT: The exact cost of this service has not been determined at this time. However, staff estimates that Carlsbad's share of the proposed evaluation would not exceed $15,000. Funds for this would be provided by a transfer of funds from the City Council's Page Two of Agenda Bill No. y/&J- Contingency Account to the Planning Department budget. WHEREAS, as the City Council has determined that it is in the public interest to participate with the City of Encinitas in the preparation of a study of the health risks associated with the San Marcos Trash to Energy Plant, and WHEREAS, the City Council agrees to pay one-half of the study cost up to a maximum of $15,000, and WHEREAS, a Contingency Fund transfer of $15,000 will be necessary to support this project, NOW, THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad, California that the transfer of $15,000 is hereby approved from the Council's Contingency Fund to the Planning Department budget, Account No. 001-820-3230-2479. RICHMAR AVENUE SA OMQb 61 9/744-4020 July 8, 1987 I, To: Draft Environmental Impact Report Recipient: The City of San Marcos previously notified you of the completion and availability of a Draft Environmental Impact Report concerning revisions to the City’s General Plan and a general plan, Zone Change, and Conditional Use Permit for the North County Recycling and Energy Recovery Center Project. In response to concerns expressed at public hearings on these proposed projects, the City of San Marcos has decided to incorporate a Health Risk Assessment prepared for the North County Recycling and Energy Recovery Facility into the EIR, and to circulate the Health Risk Assessment for an additional 30 days in order to extend the period for public review of the Health Risk Assessment. During this period, the City will also circulate the EIR analysis of the cumulative impacts of the proposed North County Recycling and Energy Recovery Facility in conjunction with a feasibility study by San Diego County to expand the existing San Marcos Landfill. Citizen concern over the County proposal has indicated that the public would benefit from an additional 30 day period to review this information., Pursuant to Section 15087 (a) of the California Environmental Quality Guidelines Act, enclosed for your review is a copy of the Health Risk Assessment for the North County Recycling and Energy Recovery Center Project and a copy of the cumulative impact analysis for the North County Recycling and Energy Recovery Center Project in conjunction with a possible future expansion of the San Marcos Landfill proposed for study by San Diego County. The Health Risk A’ssessment evaluates the potential health risk from non-criteria emissions generated by the North County Recycling and Energy Recovery Center Project. The Cumulative Impact Analysis analyzes potential cumulative impacts of operation of the North County Recycling and Energy Recovery Center Project in conjunction with a possible future expansion of the San Marcos Landfill upward, northward, or southwest. The public review for the Health Risk Assessment and Cumulative Impact Analysis begins Thursday, July 9, 1987 and ends Friday, August 5, 1987 at 5:OO PM.
