TITLE:
RECLASSIFICATIONS
RECOMMENDED ACTION:
City Council adopt Resolution No. ‘/;7-2, authorizing the
reclassification of the Clerk Typist I1 to a Secretary I in
the Senior Citizen Division of Parks and Recreation, the
Secretary I to a Secretary I1 in Personnel, and the Account
Clerk I1 to a Buyer in Purchasing.
ITEM EXPLANATION:
Several department heads requested that Personnel complete
a job evaluation for the positions of Clerk Typist I1 in Parks
and Recreation, Secretary I in Personnel, and Account Clerk I1
in Purchasing.
Staff conducted an analysis of each of the positions, and is
recommending the following classification changes:
1. Clerk Typist I1 to Secretary I in the Senior Division of
Parks and Recreation. The Clerk Typist in this division
is providing all the administrative support for the Senior
Citizen Coordinator. When the seniors-call or visit the center, she assists them whenever possible or provides information. She types correspondence, letters, reports, memos and press releases for the Coordinator, and on
occasion composes these documents herself. She makes
appointments for the Coordinator as well as for clients
that utilize the various programs at the facility. She
also provides clerical assistance to the Carlsbad Senior
Citizen Association, the Board of Directors, the Nutrition
Project Council, and the Senior Citizen Commission. She
has been required to take minutes at meetings, if staff
from the City Clerk’s office is not available. In addition,
her duties involve providing instruction and guidance to
the volunteers and part-time employees.
2. Secretary I to a Secretary I1 in the Personnel Department. The Secretary I in the Personnel Department is the only clerical staff for the Director, the two Senior Management
Analysts, and the Compensation Technician. She responds to
30 to 50 calls per day for the public or employees regarding job openings, salary information, verification of employment or any other material related to Personnel. She also
provides assistance to the citizens that come directly to
the office. She spends a great deal of her time typing
letters, memos, tables, resolutions, agenda bills, reports,
and rough drafts. She composes all the warrants and
requisitions for the department. Her duties also include
preparing all the material for oral boards. This provides
a tremendous amount of assistance during the recruitment process. On her own initiative, she developed an extensive

She will see that an item is acquired through the central
stores or through a company that has an open purchase order.
If the item can't be purchased through the central stores or by an open purchase order, she will obtain telephone or
written quotes. She will also verify quotes listed by the
department on the requisition to ensure accuracy. In addition, she coordinates the formal Request for Bids when a contract is being issued. She receives the data and
prepares the tabulation of bids along with the agenda bills,
resolutions, and exhibits for council approval. She must
also process purchase orders. Part of this process is to
verify the account numbers and check to see if revenue is
available for the expenditures.
FISCAL IMPACT:
The additional costs per year will be:
1. Secretary I, Parks and Recreation Department $1,382
2. Secretary 11, Personnel Department 910
3. Buyer, Purchasing Department 1,794
TOTAL $4 , 086
This transfer reduces the council's contingency balance
to $1,973,434.

RESOLUTION NO. 9172
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, RECLASSIFYING THE
POSITIONS OF CLERK TYPIST I1 IN PARKS AND RECREATION TO A SECRETARY I, THE SECRETARY I TO A SECRETARY I1 IN PERSONNEL, AND THE ACCOUNT CLERK I1 IN PURCHASING TO A BUYER.
WHEREAS, the City Manager recommends and the City Council
concurs, that the Clerk Typist I1 in Parks and Recreation, the
Secretary I in Personnel, and the Account Clerk I1 in Purchasing
should be reclassified.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Yanager to reclassify the Clerk Typist I1 in Parks and Recreation
to aSecretary1, the Secretary I in Personnel to a Secretary 11,
and the Account Clerk I1 in Purchasing to a Buyer.
3. That the City Council authorizes and directs the City
qanager to transfer $1,382 from the Contingency Fund into
001-820-4142-1100, Parks and Recreation; $920 from the Contingency
Fund into 001-820-1510-1100, Personnel; and $1,794 from the
Zontingency Fund into 001-820-1410-1100, Purchasing.
