Dear Council Members:
This is a request for the City of Carlsbad to approve a supplemental
appropriation, in addition to the City's annual membership assessment,
to support the completion of a virus study currently under way by the
Agency. This study is needed to document the ability of the CCBA
process (a reclamation process developed by the Agency) to reclaim
wastewater to such a purity that, with disinfection, the effluent can be
safely used for unrestricted recreational purposes. e
The City of Carlsbad is a charter member of the Agency, which was
established by a joint powers agreement in July, 1977. Members of the
joint powers consist of cities, water and sewer districts, the County
Water Authority and the County of San Diego. For the past four years
the Agency has focused its work on the development of the CCBA process,
which treats municipal wastewater and converts the sludge, produced from
treating the wastewater, into a lightweight ceramic aggregate that is
valuable as a construction material.
Before the development of this process can be considered complete,
however, the Agency must document for the State Department of Health
Services the ability of the CCBA process to reclaim municipal wastewater
to such a purity that, with disinfection, the effluent can be safely
used for unrestricted recreational purposes. The Agency feels this
study is important because, if successful, it will provide the public
for the first time with a reclamation process that can produce water
with swimmable, fishable quality at a cost competitive with potable
water.
The total cost of this virus study is estimated to be $200,000 and each
member jurisdiction has been asked to contribute towards this cost.
Various member jurisdictions have already contributed the following
amounts, which vary, based on their fiscal abilities and degree of
benefit:
