'I/ AMENDING THE CLASSIFICATION PLAN FOR EQUIPMENT ECHANIC I AND I1 CITY ATT CITY MG R. a RECOMMENDED ACTION: City Council adopt Resolution No. 9/79 amending the classification plan for Equipment Mechanic I and 11. ITEM EXPLANATION The Personnel Department in concurrence with UtilitiesIMaintenance is recommending that the job classification for Equipment Mechanic I and I1 be revised. a more accurate description of what a mechanic does and to express the terminology currently used in the field of auto mechanics. Several modifications have been made to the classification to provide One major point that has been changed in the classification is the requirement regarding the reassignment from an Equipment Mechanic I to a 11. In the past, the job classification specified that an individual could be reclassified to the Equipment Mechanic I1 level following successful job performance and measured skill improvement on the job. The current classification indicates under the category of "Experience" that the employee must have one (1) year of experience as an Equipment Mechanic I before he or she can be reassigned. The proposed revision will change this requirement to two (2) years. Staff believes this modification is necessary because Mechanics learn a great deal of their experience on the job. training before they obtain the skills and knowledge that are necessary to qualify as a 11. They often need at least two (2) years of FISCAL IMPACT The salary of the Equipment Mechanic I and I1 will remain the same. NOW, THEREFORE, RE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitation are true and correct. 2. That the City Council authorizes and directs the City Manager to revist the classifications of Equipment Mechanic I and I1 as described in Attachment A! attached hereto and made a part thereof. At tachme n t 4 Resolution No. 9/79 EQUIPMENT MECHANIC I EQUIPMENT MECHANIC I1 DEFINITION Under general supervision, to make minor and major mechanical repairs to automotive and other power-driven equipment; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS Equipment Mechanic I This is the entry level class of the equipment mechanic series. this class will supplement acquired technical knowledge by gaining experience in the repair and maintenance of gas and diesel-powered equipment. Under this training concept, positions which become vacant in the class of Equipment Mechanic I1 may be filled at the Equipment Mechanic I level. Individuals employed in the Equipment Mechanic I class may reasonably expect to be reassigned to the Equipment Mechanic I1 level followinq successful job performance and measured skill improvements through on-the-job traininq. Positions in Equipment Mechanic I1 This is the Journey level position in the equipment mechanic series. Positions assigned to this class are expected to possess the knowledge, skill and experience to perform all types of mechanical work in the repair and maintenance of gas and diesel-powered equipment with the ability to work independently exercising judgment and initiative. An Equipment Mechanic I1 may also be expected to assist in the supervision and the training of less experienced personnel. EXAMPLES OF DUTIES Inspect, diagnose and locate mechanical malfunctions on City automobiles, trucks, fire apparatus, water utility pumps and a variety of maintenance and construction equipment. Determine extent of necessary repairs. Overhaul, repair and adjust power plants, power trains and other equipment accessories and components such as heating and air conditioning units. Operate the diagnostic and test equipment used in the automotive repair trade. Respond to trouble calls be repairing equipment that has broken down away from the shop. Fabricate and modify parts and equipment. Perform minor welding and cutting operations. Maintain work, time and material records. . .- . EQUIPMENT FECHAMIC 1 EQUIPMENT FECHANIC 11, Continued Assist equipment mechanics in the performance of major mechanical repairs as required. Clean and wash motorized equipment. Sweep and vacuum car interiors. Wash windows, tighten body bolts, sweep, wash and otherwise keep shop and equipment in a clean and orderly condition. QUALIFICATIONS Equipment Mechanic I Knowledge of Procedures used in the overhaul, repair and adjustment of gas and diesel-powered equipment . Types and use of special tools and electronic test equipment canmon to the automotive repair trade. Methods used in electric and gas welding. Safe work practices associated with a repair facility. Ability to Inspect and correctly diagnose malfunctions in gas and diesel-powered e qui pme nt . Estimate time and cost of repairs to within lo!% of the actual costs. Use with skill the tools and test equipment associated with the automotive and heavy equipment trade. Perform minor and major mechanical repairs and adjustments within the time frames as established by flat rate manuals. Maintain a variety of shop time keeping and repair records. Experience and Education Any canbination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience One year experience performing automotive maintenance and repair duties comparable to those of the Equipment Service Worker class. - EQUIPMENT FECHANIC L EQUIPMENT FECHANIC 11, Continued Education 1 Specialized training in the maintenance and repair of gas and diesel-powered equipment. Equipment Mechanic I1 In addition to the qualifications for Equipment Mechanic I: Knowledae of Operating and repair characteristics of the entire range of City-owned light and heavy equipment. Ability to Perform journey level equipment rnech anic work. Work independently in the absence of supervision. Assist in the training and supervision of less experienced personnel. Exoerience and Education Any canbination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Exoerience Two years experience performing duties comparable to those of the Equipment Mechanic I class, including use of the shop and test equipment utilized in the maintenance of both diesel and gas powered equipment. Education Specialized training in the maintenance and repair of gas and diesel powered equipment. NECESSARY SPECIAL REQUIREMENT Possession of an appropriate California Driver's License.
