Over the past few months it has become obvious that the City
staff does an excellent job in setting up agendas so that items
generating large amounts of public interest are not set together.
There are those occasions, however, when it is impossible to
avoid situations such as the meeting which addressed both the
Apostolic Church and Agua Hedionda Lagoon issues. In that
particular case there were many citizens that did not have an
opportunity to speak to the Council before the 10:00 PM curfew.
Another issue involves the Public Comment Period provided for
citizens to make presentations to the Council on subjects of
their choice. The lack of participation during this period
seems to indicate that there may be a need to make a change so
that individuals are not discouraged due to the fact that they
may have to sit through a four hour agenda before having their
five minutes.
For consideration and discussion:
When the curfew hour approaches and it is obvious
that all issues will not be heard, allow all individuals
to speak on their respective issues if they are certain
they will be unable to return for the continued hearing.
Divide the public comment period into two sections.
The open comment period at the end of the meeting will
remain as it is. Up to two individuals will be allowed
to use 5 minutes each at -the beginning of the meeting.
Those wishing to use the front portion would have the
obligation of presenting the text of their comments
early enough the previous week so that it can be included
as an agenda packet item. This will be allowed on a
first come, first served basis, with overflow going, on
rquent agendas.

decision to open all meetings of city councils, commissions and
committees to the public will contribute greatly uo the goal of
an informed citizenry. To achieve the second goal, active
participation of citizens, League of Women Voters North Coast
San Diego County urges you to restore the public comment section
of your meetings to the beginning of the agenda as you originally
scheduled it.
This change in your procedure will encourage the public
comment which you invite and need to stay in touch with the
feelings of the citizens.
