RECOMMENDED ACTION:
Adopt Resolution No.amending the Operating Budget to reflect a
total authorized staffing of 430, and to include charges for Services from
Other Departments to five operating departments to the Street Lighting
Department .
ITEM EXPLANATION:
Two minor errors were discovered in the 1987-88 Operating Budget shortly
after its adoption by City Council. First, a Clerk-Typist I was omitted
from the authorized personnel count. This position belongs in the Library
and funds have been appropriated accordingly. The result is a total full-
time staff of 430 as opposed to 429 as originally depicted in the budget.
The second error entails the need to properly charge other departments for
services which are rendered by the Street Lighting Department. Departments
identified below should have the following accounts amended as follows:

This error can be corrected by transferring $21,000 from the Contingency
Account and placing these funds in the General Fund Accounts noted above.
The budgets for both Sanitation and Water Departments can be increased
accordingly by using funds from their unappropriated fund balances.
The noted budget transfers are necessary, as assessments are paid for the
sole purpose of the provision of street lighting. The Street Lighting
Department, however, performs services for other City departments which
should not be paid for with the assessments.
FISCAL IMPACT;
No fiscal impact occurs by properly identifying full-time authorized staff.
Funds for the omitted position were included in the Council approved budget
of June 16, 1987.
The charges to other departments will require a transfer of $21,000 from the
Contingency Account to the three above identified General Fund departments.
This will reduce the Council's Contingency Account balance from $1,977,520
to $1,956,520, as of July 20, 1987. The Water and Sanitation Departments
can increase their budgets accordingly through the use of their
unappropriated fund balances.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING THE OPERATING BUDGET FOR THE FISCAL
YEAR 1987-88 FOR THE CITY OF CARLSBAD.
WHEREAS, the City Council has adopted the 1987-88 Operating
Budget and
WHEREAS, the budget needs to reflect an authorized full-time
staff of 430, and
WHEREAS, a transfer of twenty one thousand dollars ($21,000)
from the General Fund Contingency Account to the Building Maintenance
Division of $9,000 and to the Parks Maintenance Division of $3,000 and
a transfer of $2,000 from the Sanitation Unappropriated Fund balance
to the Sanitation Department and a transfer of $1,000 from the Water
Unappropriated Fund balance to the Water Department budgets is needed
to properly allocate Services from Other Departments, and
WHEREAS, the Street Lighting Department shall receive twenty
four thousand dollars ($24,000) in revenue for performing Services for
Other Departments.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad hereby
recognizes a full-time authorized staff of 430.
3. That the City Council of the City of Carlsbad hereby
authorizes the budget transfers identified above so that services for
other departments may be properly accounted for.
