RECOMMENDED ACTION:
Adopt Resolution No. CJ 19"2 amending the Police Department budget by
the addition of two police recruit positions.
ITEM EXPLANATION:
Police Department staffing levels have been successfully maintained the last
several years due to an active 1•ecruitm<::nt of experienced officers. Lateral
entry officers have already completed the Police Department Academy and
afte1• a period of field training to acquaint them with the Carlsbad Police
Department operations s.nd procedures, they are able to go into the field
on their own. The other method of obtaining police officers is to hire
them as recruits and send them to the Police Academy. The disadvantage
of this method is it can take up to nine months to place a police officer in
the field versus six to twelve weeks for an experienced lateral entry officer.
In order to maintain a high staffing level and to minimize the numb€~ of
vacancies, the Police Department is proposing the addition of two po:;itions
to the departmental budget. With the addition of these two positi~ns,
the department could maintain two recruits in the basic training academy
and as attrition occurs, the regular police officer positions could be filled
by these recruits. From time to time if attrition does not occur as it
customarily has, this strategy may lead to a temporary over staffing of police
officers in the department.
The net effect of this strategy would be to diminish the time lag now required
to field a newly trained police office1•. In practice it is believed that this
strategy will add very little to the cost of operating the department since
there is consistent turnover and attrition in the department.
FISCAL IMPACT:
A basic recruit salary is $875. 25 bi-weekly. The City is reimbursed by POST
for 60% of the recruit's salary. This percentage fluctuates depending on
State funding levels. The additional portion of the recruit's salary will be
covered by salary savings or by a request for Contingency Fund transfer
presented to Council later in the year if personnel funding is insufficfont.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE ADDITION OF TWO POLICE RECRUIT
POSITIONS TO THE POLICE DEPARTMENT BUDGET
WHEREAS, the City Manager recommends the addition of two police
recruit positions to the Police Department budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad, California, as follows:
1. That the above recitation is true and correct.
2. The Police Department budget is hereby amended by the
addition of two police recruit positions to the field op~rations division.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City
Council of the City of Carlsbad on 11th day of August -------""'-----
