RECOMMENDED ACTION:
Introduce Ordinance No. ef ~ I 'I to designate "No Parking
Anytime" on the easterly side of the alley and to designate
"No Parking" between the hours of 10:00 p.m. and 6:00 a.m.
on the westerly side of the alley.
ITEM EXPLANATION:
At the Traffic Safety commission meeting of July 6, 1987,
the Commission considered a request to allow parking in
the alley that is located west of State Street beginning at
Christiansen Way (Cedar Street) and proceeding northerly
for a distance of 1,270 feet. Due to the narrow width of
the alley (28 to 41 feet), the Traffic Safety Coordinating
Committee (TSCC) recommended to the Commission that parking
be allowed on one side only (west side). In addition, the
TSCC recommended that "No Parking" be enforced on the
westerly side of the alley between the hours of 10:00 p.m.
and 6: 00 a.m. due to safety concerns by the Police Department
when vehicles are parked in the alley during the night.
The Traffic Safety Commission, by a s-o vote, recommended
"No Parking Anytime" on the easterly side of the alley and
"No Parking" between the hours of 10:00 p.m. and 6:00 a.m .
on the westerly side of the alley beginning at Christiansen
Way (Cedar Street) and proceeding northerly for a distance
of 1,270 feet.
FISCAL IMPACT
Nine (9) NO PARKING signs and 10' posts will cost $756.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE
ADDITION OF SECTION 10.40.063 TO DECLARE NO PARKING
ANYTIME ON THE EASTERLY SIDE OF THE ALLEY THAT
IS LOCATED WEST OF STATE STREET BEGINNING AT
CHRISTIANSEN WAY (CEDAR STREET) AND PROCEEDING
NORTHERLY A DISTANCE OF 1,270 FEET AND TO DECLARE
NO PARKING ON THE WESTERLY SIDE OF SAID ALLEY BETWEEN
THE HOURS OF 10:00 P,M. AND 6:00 A.M. SEVEN DAYS A WEEK.
The City Council of the City of Carlsbad, California,
hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad
Municipal Code is amended by the addition of Section 10.40.063 to
read as follows:
"10.40.063 Parking Time Restricted in Alley Located West of
State Street. When authorized signs are in place giving
notice thereof, no person shall stop, stand or park any
vehicle on the easterly side of the alley located west of
State Street from Christiansen Way (Cedar Street) to a
point 1,270 feet northerly and no person shall stop, stand
or park any vehicle on the westerly side of said alley
within designated limits between the hours of 10:00 p.m.
and 6:00 a.m., seven days a week."
EFFECTIVE DATE: This ordinance shall be effective thirty
days (30) after it adoption, and the City Clerk shall certify to
the adoption of this ordinance and cause it to be published at
least one in the Carlsbad Journal within fifteen (15) days after
its adoption.
