Project No. 3185, as complete, and directing the City Clerk to I ITEM: 1 Construction of the Carlsbad Boulevard Seawall, Project No. 3185, has been satisfactorily compieted. The facility was opened for use by the general public in late May and formally dedicated on June 26, 1987. All project conditions mandated by the California Coastal Commission and the United States Army project was complete in accoraance with the time schedule Corps of Engineers permits for the project have been met. The established by these agencies and under the terms of the City's agreement with the State of California, Department of Parks and Recreation. The final construction contract amount, cf $3,614,294 includes construction quantities and additive items to the project such eight (8) previously approved change orders for additional as the retaining wall systen, deepening the wall foundation i.n some areas, repair of the existing Tamarack Avenue stairday, and the new Sycamore Avenue beach access stairway. Since the completion of the project in late May, the stairway railings at Sycanore and Tamarack have shown the beginning signs of rust which is particularly critical in a coastal environment. This situation was immediately brought to the attention of both the contractor, Marathon Construction Corporation, and the design Testing Engineers, Incorporated, to perform an independent engineers, Woodward-Clyde Consultants. The City commissioned testing evaluation of the rail welds and paint. The test results indicated the railings had been painted with the specified anti- corrosive paint and in the designated thickness in accordance with the approved plans and specifications. The rust ir emitting primarily from the cross welds onto the rails. The conclusion reached by all parties was that the detailed specifications for the welding of the rail members did not specify a complete closure weld. Following negotiations with the contractor, it has been agreed that the contractor will reseal the rust areas of the railings including a complece repainting. There are an Avenue stairway railings. Since this work was not specified in estimated 4,000 cross welds in both the Tamarack and Sycamore the original contract, staff has negotiated a lump sum price of $7,893 for performing the additional corrective work. contractor will immediately begin this work upon receipt of The formal notification to proceed and should conclude the repairs within approximately sixty (60) days.
