TITLE: AMENDING SECTION 1.20.110 TO REVISE
THE ORDER OF BUSINESS FOR PUBLIC
COMMENT
RECOMMENDED ACTION:
If the City Council wishes to revise the order of business on
the City Council Agenda by moving the public comment period from the end of the agenda your action is to introduce Ordinance No. -LaL.L-*
ITEM EXPLANATION
The City Council at your meeting of August 18, 1987 voted to hear
the public comment portion of the City Council Agenda immediately
following the consent calendar. The order of business for City
Council meetings is specified by Section 1.20.110 of the Carlsbad
Municipal Code which currently provides public comment is item 14
immediately prior to adjournment. Attached is Ordinance No.
which would implement the City Council's action. Instead of
amending the code to specifically list the public comment period
in the order of business we have added a sentence to the end of
that section providing that public comment will be taken at such
time during the meeting as a majority of the City Council by
motion shall determine.

ORDINANCE NO. 1298
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 1, CHAPTER
1.20 OF THE CARLSBAD MUNICIPAL CODE BY THE
AMENDMENT OF SECTION 1.20.110 TO REVISE THE
ORDER OF CITY COUNCIL BUSINESS FOR PUBLIC COMMENT.
The City Council of the City of Carlsbad, California,
does ordain as follows:
SECTION 1: That Title 1, Chapter 1.20 of the Carlsbad
Municipal Code is amended by the amendment of Section 1.20.110
to read as follows:
"1.20.110 Order of Business. The business of the
Council shall be taken up for consideration and disposition in
the following order:
Call to order;
Roll call;
Invocation;
Pledge of allegiance;
Approval of minutes
Special presentations;
Consent calendar;
Ordinances for adoption;
Public hearings;
Departmental and city manager reports;
City Council additional business;
City Attorney additional business;
City Manager additional business;
Adjournment
Public comment as provided in Section 1.20.305 will be
taken during the regular order of business at such time as the
City Council by motion shall determine. All other business shall
be considered in the order shown above unless modified as
provided for in this chapter."
EFFECTIVE DATE: This ordinance shall be effective
thirty days after its adoption, and the City Clerk shall certify
to the adoption of this ordinance and cause it to be published at
least once in the Carlsbad Journal within fifteen days after its
adoption. ...
