PER /,-, CI-' OF CARLSBAD - AGENr- BILL AMENDING THE CLASSIFICATION AND SALARY PLAN BY ADDING THE CLASSIFICATION OF TITLE: EVIDENCE AND PROPERTY TECHNICIAN DEPT. RECOMMENDED ACTION: City Council adopt Resolution No. 9'2 /? amending the classification and salary plan to add the classification of Evidence and Property Technician. ITEM EXPLANATION The Personnel Department in concurrence with the Police Department recommends the job classification for Evidence and Property Technician be adopted. This classification is the first step in the Pol ice Department's civil ianization of staff. The objective being to use non-sworn personnel for administrative and support functions whenever possible for savings in personnel costs. Currently, the evidence and property functions are performed by a Police Sergeant who is scheduled to retire during January, 1988. At that time, the Sergeant's position will move the patrol division and a non-sworn technician will be hired. FISCAL IMPACT Annual cost of employing Evidence and Property Technician will be approximately $23,060. The Police Department will not require any additional funding during 1987- 88 as a result of this action. If filled late this year, the position will be staffed through a temporary agency or part time services using non-sworn personnel paid from salary savings related to the retirement of the officer currently providing these services. That the City Council authorizes and directs the City Manager to add the classification of Evidence and Property Technician as described in Attachment A, attached hereto and made a part thereof. EVIDENCE AND PROPERTY TECHNICIAN DEFINITION Under general supervi sion, receives, stores and i ssues money, Val uabl es and other articles seized as evidence, removed from a prisoner, or recovered, lost or stolen property; performs general clerical, storekeeping, and recordkeeping duties; and does related work as required. EXAMPLES OF DUTIES Prepares and maintains records of articles and Val uabl es received. Issues property being retained as evidence. Releases found, stored, lost or stolen property. Moves and arranges materials which may necessitate heavy lifting. Transports materials by hand. Maintains files and records. Checks and processes a variety of forms, reports and documents. Performs routine recordkeeping and statistical compilation. Packs and unpacks materials and assigns storage location. Operates standard office machines. Receives and re1 ays telephone call s and messages. Makes and maintains current inventory of a1 1 Department property. Keeps a current list of all vendors for reference. OUALIFICATIONS Know1 edse of: Basi c methods, termi no1 ogy and practices of record keepi ng . Storekeeping methods and inventory control. Specifications of a variety of supplies, materials and equipment. Abilitv to Maintain accurate and legible records and prepare usage reports from them. Perform simp1 e mathematical cal cul at i ons . Drive a standard size pick-up truck.
