RECOMMENDED ACTION:
MANAGEMENT PLAN (LFMP-1)
The Planning Commission and staff are recommending that the
Council ADOPT the Negative Declaration issued by the Plan Director and ADOPT Resolution No. 939 I APPROVING L
Facilities Management Plan Zone 1.
ITEM EXPLANATION
Zone 1 is the fifth Local Facilities Management Plan tc
scheduled for a public hearing before the City Council.
Planning Commission held a public hearing to consider this L
Facilities Management Plan on July 15, 1987 and following
public hearing recommended moving the plan forward for
Council approval.
Zone 1 comprises the older developed areas of Carlsbad.
includes approximately 3,500 acres and is basically loc
between Buena Vista Lagoon to the north, Agua Hedionda Lagoo
the south, the Pacific Ocean to the west and El Camino Rea
the east. It is the largest of the twenty-five Local Faci
Management Zones and is considered an infill area because muc
it has already been developed. There is only a minimal amour
developable vacant land remaining in this Zone.
Of the eleven public facilities analyzed, City Administrat
Library, Wastewater Treatment, Parks, Drainage, Fire, Open SF
Schools, Sewer Collection System and Water Distribution meet
current standards.
Circulation is the only facility where mitigation is needed L
existing conditions to maintain compliance with the adc
standard. This involves the re-striping of the off-ramp lanc
Interstate 5. Additional improvements under the ffexisting
approvednn category will be necessary within one to three YE

The analysis of the Sewer Collection System indicates
certain facilities need to be upgraded as development OCC

CALIFORNIA APPROVING A LOCAL FACILITIES MANAGEMENT
FOR LOCAL FACILITIES MANAGEMENT ZONE 1.
WHEREAS, a Local Facilities Management Plan has be
prepared for Local Facilities Management Zone 1 in accordan
Chapter 21.90 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did on 3uly 15, 1
a duly noticed public hearing as required by law to considc
plan and at the conclusion of the hearing adopted Resolutic
2672 making findings and recommending that the City Council
plan; and
WHEREAS, a Negative Declaration was issued by the
Director on June 24, 1987 indicating that the Local Facilit
Management Plan is not anticipated to have any significant
impact on the environment; and
WHEREAS, the City Council at their meeting of Septe
held a duly noticed public hearing and considered all testi

issues, although it is somewhat difficult to be more specific give
