PLN CITY M RECOMMENDED ACTION: FACILITIES MANAGEMENT PLAN FOR ZONE 13 Authorize the Carltas Company to prepare the Local Facilit Management Plan for Zone 13. ITEM EXPLANATION This petition is being presented to the City Council request authorization, under Section 21.90.120(d) of the Carls Municipal Code, for a group of owners to prepare a Lo Facilities Management Plan. The Council has previously recei similar requests from Zones 15, 20, 22 and 25. For each reque Council has looked at the following considerations prior rendering a decision: 1. What percentage of owners are willing to proceed an prep 2. Has the City approved projects within the zone which can 3. Have the petitioners made a reasonable effort to contact the plan? proceed until a local plan is prepared? discuss their desires to prepare a local plan with the ot property owners in the zone? Is the development of this area of the City premature? 4. Request Review 1. The two and only property owners within Zone 13 have agr to have the local plan prepared. 2. There are no approved or pending projects that are be held up until the adoption of this Local Facilit Management Plan. 3. The petitioners have made a reasonable attempt to disc their desire to prepare a local plan with the one ot property owner within the Zone. By letter dated July 1987 (copy attached), the other landowner has expresse desire to participate in the preparation and processing the plan. Of the approximately 700 acres which make up 2 13, this other owner owns approximately 260 acres or 37% the zone. Industrially zoned land to the east is expected develop fairly soon. Zone 13 is located in the middle existing commercial development at the 1-5/Palomar Air& Road interchange and the City's expanding industr corridor. Although, portions of the Zone are restricted a Williamson Act Agricultural Preserve, partial developm in this zone would not be premature. Based upon these considerations, staff is recommending Council authorize Carltas Company to proceed with the preparat of the Local Facilities Management Plan for Zone 13. FISCAL IMPACT None.
