BILL TITLE: mNDWENT TO CHAPTER 22.02 AND 22.06 OF THE MUNICIPAL CODE DEPT. RED I ____ ~- RECOMMENDED ACTION: Introduce Ordinance NO. 9~33~ amending Chapter 22.02 and Chapter 22.06 of the Carlsbad Municipal Code to clarify Point of Interest definition and procedures of designating a Historic Point of Interest. ITEM EXPLANATION: Title 22 of the Municipal Code establishes procedures for Historic Preservation. The code should be amended to distinguish point of interest designation from historic landmark (site) designation. Landmark designation is clearly defined and requires owners consent. Point of interest may be used for a historic resource that does not meet criteria for designation but is of such significance as to warrant inclusion in the Historic Resources Inventory. Point of interest does not require owner consent and is done only to recognize the resource by including it in the Historic Resource Inventory, documentating the site through video and photos, and possible placement of markers at the site. Point of interest designation may be used for a site that has been or will be razed. Designated Historic Landmarks require City permits prior to commencing work on the site, designated Historic Points of Interest do not. FISCAL IMPACT: There will be no fiscal impact as a result of these changes. EXHIBITS 1.
