STATUS REPORT-RANCHO SANTA FE ROAD ALIGNMENT STUDY RECOMMENDED ACTION: Council continue final consideration of preliminary alignment consideration to allow further meeting with affected property owner. ITEM EXPLANATION: Staff and the Alignment Committee have reached agreement on support of relocating Rancho Santa Fe Road southeasterly into the Canyon. Properties that hopefully could be resolved before the final presentation of the preliminary alignment study to the City Council. These discussions should take no longer than 30 days. Concerns remain with potential impacts on MAG FISCAL IMPACT: None. f September 4, 1987 Mayor Bud Lewis and City Council City Hall 1200 Elm Avenue Carlsbad, CA 92008 Dear Mayor and Members of the Council: As residents of La Costa, we request that you accept and support the recommendation of the Rancho Santa Fe Road Committee and the City Engineer to relocate Rancho Santa Fe Road eastward per the proposed Hunsaker #2 Alignment. Please consider the following issues in support of their recommendation: The Hunsaker #2 solution will benefit the quality of life within the community in the following ways; Physically combine our community by creating a perimeter circulation rather than dividing the present and future residential areas. Allow for additional preferred homesites with ocean view, benefiting the developer who is financing the improvement of the roadway as well as future residents. Create a scenic route for motorists passing through our community rather than a "tunnel" of obtrusive "sound" walls which would depict a result of poor planning and lack of aesthetic concern. Result in the best environmental impact solution; the end result being most in keeping with the natural elements rather than a "Forced, Man-Made'' solution. The "Noise Mitigation" proposal will not solve the problem for impacted two story dwellings. our residence is not located adjacent to Rancho Santa Fe Road, in fact we are over 200 feet away, and existing noise levels from our upstairs level are severe. Please also consider that we have a 6 foot high concrete block and stucco wall surrounding our back yard similar to the proposed sound wall solution. Our existing wall provides no appreciable sound attenuation benefit. The major developer, La Costa Ranch Company, has demonstrated extreme cooperation throughout this process in an effort to work with the city and citizens toward a common goal of enhancing the quality of life in our community. Their request for certain allowances by the city in order to expedite the Hunsaker #2 alignment is more than reasonable. Considering La Costa Ranch Company's professionalism and support for community concerns shown to date, it also seems reasonable to I _- September 4, 1987 Page 2 assume that they could resolve by land trade or other means a mutually satisfactory agreement with Mag Properties. We commend you as a group for your cooperation and willingness to consider all factors prior to finalizing a decision on this sensitive issue which has a major impact on growth management and quality planning standards of our existing and future community. 3334 Bajo Court Carlsbad, CA 92009
