HD.~ CITY ATTY CITY MG RECOMMENDED ACTION: City Council adopt Resolution No. 9231 revising the classification description for Fire Prevention Officer 111. ITEM EXPLANATION The Personnel Department in concurrence with the Fire Department is recommending that the classification of Fire Prevention Officer I11 be revised. Staff believes the requirements for this classification are too stringent. During the last recruitment for this position, very few candidates applied. Ultimately, Fire was unable to fill the vacancy. In order to attract a larger pool of qualified applicants the following changes to the classification have been recommended. 1. Modify the required years of experience from 5 to 3 years. 2. Currently under education, the requirement reads that the incumbent must be State Certified as a Fire Prevention Officer 111. It will now be changed to high school graduation supplemented by at least 30 units of college level courses. The completion of State Certification as a Fire Prevention Officer I11 or an AA in Fire Science or Administration would become a highly desirable characteristic. FISCAL IMPACT There are no costs associated with the revision of this classification. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Fire Prevention Officer I11 should be revised in the City's C1 assi fication P1 an. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to revise the classification of Fire Prevention Officer 111, as described in Attachment A, attached hereto and made a part thereof. At t achme n t Resolution No. 4231 A FIRE PREVENTION OFFICER I11 DEFINITION Under general direction, supervises Fire Prevention Officers I and 11, conducts plan review of fire protection systems and equipment, conducts fire prevention inspections of a difficult or highly technical nature, conducts fire cause and arson investigations, and does related work as required. DISTINGUISHING CHARACTERISTICS Positions in this class receive direction directly from the Fire Marshal and may be called upon to supervise Fire Prevention Officer I and I1 positions. Incumbents in this class will have extensive experience in the areas of fire inspections, fire investigations and public fire education, and will have a working knowledge of the fire codes and standards generally in use throughout California. EXAMPLES OF DUTIES Supervise Fire Prevention Officer I and I1 positions. Interpret building and fire protection system plans, building and fire codes. Conduct plan review of industrial, commercial, special hazard occupancies of the fire protection systems and equipment. Perform fire prevention inspections on complex industrial, commercial and residential structures. Conduct fire cause and arson investigations. Keep inspection records and prepare reports. Assist with the supervision and training related to the engine canpany inspection program. Confer with engineers, contractors, homeowners and others concerning fire and hazard prevention problems and requirements. Conduct fire safety education classes. Serve as Acting Fire Marshal. QUALIFICATIONS Knowledge of State and local fire codes. Nationally recognized fire protection and safety standards. Fire protection aspects of the Uniform Suilding Code. Principles and techniques of fire inspection work. c_ - FIRE PREVENTION OFF. -R 111, Continued Educational methodology as it relates to fire safety education. Contemporary principles and methods of supervision. Ability to Apply technical knowledge and follow proper inspection techniques to the fire safety of residential, commercial, industrial and special hazard occupancies. Redd and interpret buildina plans, fire protection system plans and fire codes. Maintain cooperative working relations with building and business owners, contractors and the general public. Supervise subordinates and facilitate their professional devel.opment. Speak before groups in educational or traininq settings. Experience and Education Any combination of experience and education likely to provide the required knowledge and abilities would be qualifying. knolwedge and abilities would be: A typical way to obtain the Experience: Three years of experience performing fire inspection work with private or public sector, including experience in a supervisory capacity. Education: Equivalent to high school graduation supplemented by at least 30 units of college level courses. DESIRABLE CHARACTERISTICS The completion of the State Certification as a Fire Prevention Officer 111 or equivalent or an A.A. degree in Fire Science or Administration is highly desirable. NECESSARY SPECIAL REQUIREMENT Possession of a valid Class I11 California Drivers License.
