ITEM EXPLANATION On April 22, 1986, City Council adopted Resolution No. 8519 approving a Memorandum of Understanding with Carlsbad Police Officers ' Association which expires on 3une 30, 1988. The MOU stipulates that a salary survey be conducted during September, 1987, to determine the average top step merit salary for Police Officer. Carlsbad's top step merit salaries shall equal the county wide average. Article 8. identified the procedures used to accomplish the agreed to adjustments. are retroactive to 3uly 1, 1987. The salary of Police Officer and related classifications will be adjusted 6%. Salary adjustments According to Council Policy Statement No. 36, salary increases granted to CPOA will be passed through to the police management employees as they are granted to other bargaining units. Therefore, the salary for Police Chief , Police Captain and Police Lieutenant must be adjusted by 6%, retroactive to July 1, 1987. FISCAL IMPACT Cost of salary adjustments and related benefits is $23,415 the 1987-88 fiscal year to be supported by a transfer from the contingency fund. Resolution No. 934b adopting the Management Salary Plan effective 3uly 1, 1987. 1 2 3 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9216 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE MANAGEMENT SALARY PLAN FOR THE POSITIONS OF POLICE CHIEF, POLICE CAPTAIN AND POLICE LIEUTENANT CARLSBAD, CALIFORNIA, ADOPTING AN ADJUSTMENT TO WHERAS, Council Policy Statement No. 36 specifies that general salary increases granted to police bargaining units shall he passed throuqh to police management employees; and WHEREAS, the Carlsbad Police Officer Association received a 6% salary increase effective July 1, 1987; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the 6% salary increase granted to CPOA will be passed V..rough to the Police Chief, Police Captains and Police Lieutenants, retroactive to 3uly 1 1987. 3. That the mount of $23,415 be transferred frm the Contingency Fund tc support these salary adjustments. 4. That the Management Salary Plan set forth in Exhibit A, attached heretc and made a part thereof, is adopted.
