H PARAMEDIC/FIREFIGHTER - INCREASE CITY ATl T-O" IT II'l NC _ CF i�i3T"i-lOKi2ED rvarl-IV1..! l�CI'fY"'iVlta RECOMMENDED ACTION: Adopt Resolution No. 9a.53 amending the Fire Department budget increasing the number of paramedic positions from 15 to 18 with a resultant decrease of 3 firefighter positions as the Department experiences attrition. ITEM EXPLANATION: The Fire Department in the 1987/88 budget is authorized 15 paramedic positions, including 3 new positions added to help staff the new south Carlsbad' paramedic unit. As outlined in that report, the eventual goal of the Department is to staff 2 para- medic units with 18 paramedics for optimum scheduling purposes. Paramedics also serve as firefighters when not assigned as paramedics. The proposed budget revision would allow the Fire Department to hire trained paramedics if available from the current recruitment program. As a result of retirements and assignment rotations it may be possible to hire 6 additional para- medics to provide a total of 16 paramedics. The remaining 2 paramedic positions would be filled by firefighters until attrition occurs at which time the positions would be filled by trained paramedics. This revision will not affect the Department's ability to provide fire suppression services, but will provide improved paramedic staffing. FISCAL IMPACT: Additional salary of $2,400 for 1987/88. This slight additional annual cost of one paramedic over that of a firefighter can be absorbed within the current budget appropriations. In future years, the annualized cost for a paramedic position over a firefighter position at top step 'is $4, 600. EXHIBITS: -1. AMENDING THE ADOPTED FIRE DEPARTMENT 130DGET_ WHEREAS, the City Manager recommends, and the City "Council concurs that the number of paramedic positions within the Fire Department budget should be increased. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows: 1. That the above recitations are true and correct. 2. That the Fire Department, Suppression Division budget, is hereby amended to increase the number of Paramedic/Firefighter positions to 6 and decrease the number of Firefighter positions to 9. 3. That no additional budget appropriation for this change is necebsary, this fiscal year.
