RECOMMENDED ACTION:
Receive comments from public concerning environmental impacts of
Encina WPCF Facilities Plan currently under preparation.
ITEM EXPLANATION:
The Encina Joint Powers in recent months has begun preparation of
its Year 2020 Facilities Plan. This plan is being prepared to guide
expansion of the facility to accommodate future growth in its service
area. Accompanying the Facilities Plan is an environmental document
being prepared by WESTEC Services, Inc.
In order to insure that all public concerns are adequately addressed,
the environmental consultants have requested public scoping meetings
throughout the service area to receive initial input prior to prepara-
tion of the draft document. Further meetings will be held to review
the draft Facilities Plan and environmental documents in the future.
No action is required by Council; simply an introduction to the
environmental process.
FISCAL IMPACT:
The Facilities Plan and environmental documents are funded through
the Encina budget previously approved by Council.

Subject: Encina WPCF Facilities Plan Environmental Impact Report (EIR)
Scoping Meeting
The Encina Water Pollution Control Facility (WPCF) is owned and operated by the
Encina Joint Powers, whose members include the City of Vista, the City of
Carlsbad, the Leucadia County Water District, the San Marcos County Water
District, the Encinitas Sanitary District, and the Buena Sanitation District.
Earlier this year, Encina's Joint Advisory Committee (JAC) authorized John
Carollo Engineers to prepare a facilities plan evaluating treatment needs at the
Encina WPCF through the year 2020. A draft Year 2020 Facilities Plan has been
completed and will be reviewed with JAC at an upcoming meeting. The draft plan
identifies treatment needs for the next increment of capacity (Phase IV) as well
as long-term treatment needs.
In the meantime, JAC authorized WESTEC Services, Inc. to prepare an EIR for the
Facilities Plan. When the draft EIR is complete, a public hearing will be held
as required by the California Environmental Quality Act (CEQA) guidelines.
However, to facilitate early-on public input to the EIR, JAC voted to expand the
public participation effort during the EIR process beyond the minimum required
by CEQA. As a result, three scoping sessions will be held before a draft EIR is
completed, and an additional one or two meetings will be held once the draft EIR
is released for public review.
SWe would like to hold one of these scoping * sessions during your city's regularly
scheduled City Council meeting on October--$7 1987. Other sessions will be held
before the Vista Planning Commission and the Encinitas Planning Commission. The
purpose of the scoping sessions is to allow the public an opportunity to express
potential concerns over expansion of the Encina WPCF before the draft EIR is
completed. The concerns would then be addressed in the draft EIR.
Your scoping session would be led by David Claycomb and Fay Round representing
WESTEC"s project team. Dennis Wood from Carollo Engineers and Encina staff
would be present to respond to technical issues, and Encina's Public
Information Officer, Carl Morrison, would participate as well.
