RECOM M EN DED ACTION:
Council adopt Resolution No. 90373- approving an agreement between thc City of Carlsbad and the Governing Board of Palomar College to provide foi paramedic instruction.
ITEM EXPLANATION:
In November 1987 Palomar College will begin a paramedic training program. program which is two semesters, consists of three phases: classroom, clir and field internship. During the field internship phase, the trainee is [
with a paramedic who has been trained and approved by the College for the purpose of providing training and evaluation of the trainee.
This agreement will enable selected paramedics of the Carlsbad Fire Depari to participate in the program as field evaluators and instructors. agreement is similar to a current agreement with University Hospital.
FISCAL IMPACT:
No direct cost to City. through community college training programs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFC APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD AND THE GOVE BOARD OF PALOMAR COLLEGE TO PROVIDE PARAMEDIC INSTRUCTION
The City Council of the City of Carlsbad, California does here
resolve as follows:
1. That that certain agreement between the City of Carlsbad a
Governing Board of Palomar College for paramedic instruction, attac
hereto as Exhibit A, is hereby approved.
2. That the Mayor of the City of Carlsbad is hereby authorize
directed to execute said agreement for and on behalf of the City of
Carl s bad.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California held on the 3rd I
November , 1987 by the following vote, to wit:

and CITY OF CARLSBAD , California, hereinafter called the EMT-P S
PROVIDER, do hereby agree as follows:
BASIS AND PURPOSE OF THE AGREEMENT

WHEREAS, the COLLEGE and EMT-P SERVICE PRCVIDER acknowledge
public obligation to contribute to the education ot paramedics i
benefit of students and for community needs,
WHEREAS, the COLLEGE has established a program for training
paramedics that requires the educational facilities of the EMT-P
PROVIDER in field practice,
WHEREAS, the EMT-P SERVICE PROVIDER has field facilities su
for the educational needs of the College paramedic program,
WHEREAS, it is to the mutual benefit of both the COLLEGE an
SERVICE PROVIDER that student6 have opportunities for field serv
education as students and future practitioners,
NOW, THEREFORE, the COLLEGE and the EIIT-P SERVICE PROVIDER t
agree as follows:
I. RESPONSIBILITIES ANG PRIVILEGES OF THE COLLEGE
A. For the Program in General
1. The College assumes full responsibility for offering
ed:ic=+3onal program eligible €or accreditation by th
State Department of Education and the San Diego Coun
Division of Emergency Medical Services.
2. The College will provide the same quality of educati
in the paramedic program as it does in all other cur
riculum offerings at the College.
3. The word "faculty" as used herein means the College
faculty engaged in teaching in the College Paramedic
Program. The words "student" or "students" as used
herein means students of the College who are enrollec
in the College Paramedic Program.
4. The College will select and train preceptors in co-
operation with the field service providers.

B. Clinical Instruction
1. The College will provide the necessary faculty to
and coordinate the field experience for paramedic
2. The College will develop a "Field Instruction Plan
using the EMT-P Service Provider's facilities to m
the educational goals of the curriculum. This Pla

mutually-agreed-upon time prior to the beginning o
school term and subject to revision by the EMT-P S
Provider in instances where conflicts with the EMT
Service Provider seem to exist.
3. The faculty will be responsible for learning and o
the policies and regulations of both College and
Service Provider as they apply to the circumstance
field teaching.
4. The College is responsible to assure that students
signed to the EMT-P Service Provider for field intt
meet both College and EMT-P Service Provider stand:

C. College Privileges
I. The College has the privilege of regularly schedule

interpreting, discussing, and evaluating this educa

11. RESPONSIBILITIES AND PRIVILEGES OF THE EMT-P SERVICE PROVIDL
A. General Responsibilities .
1. The EMT-P Service Provider will maintain the standar
which make it eligible for approval as a field area
instruction in an accredited paramedic program provi
however, the EMT-P Service Provider shall not be ob1
to establish, maintain or continue any facilities or
services that the EMT-P Service Provider, in its sol
discretion, does not wish to establish, maintain or
continue .

2. The EIIT-P SERVICEPROVIDER will permit the faculty ar
studentsof the College to use its patient care and
patient service facilities for field education in
accordance with Policies, Procedures and Protocols c
the San Diego County Division of Emergencv Medical
Services. Details of such educational use may be
modified to fit changing needs and will be describec
in the "Field Instruction Plan", submitted to the
Paramedic Coordinator and reviewed prior to the
arrival of students. It shall be mutually satis-
factory co boch thedcational goals of the College
and the standards of the EYT-P Service Provider.
B. Facilities and Supplies
1.' The WT-P Service Provider will permit the education:
use of such supplies and equipment as are commonly
available for patient care.
2. The MT-P Service Provider will provide access to
sources of information for educational purposes, sub-
ject to the E?T-P Service Provider's right to proteci
the privacy of the patient:

b. Standard field references such as Medical
Dictionary, Diagnostic Tests, pharmacology
references, and standard references suitabl
to the field area and care program.
C. Staff Participation in Education
I, The EYT-P Service Provider will recommend staff t
function as preceptors for paramedic students du
the field internship. The ratio of preceptors tl
students shall not exceed one to one.
2. Preceptors will attend a training session for the
purpose of orienting them to the educational pro)
and evaluation procedures.
3. Preceptors will assist with the education and evai
uation of paramedic students during the field int
4. Preceptors will remain employees of the Em-P Sen
Provider and will not be considered employees of
College.

D. EMT-P Service Provider Privileges
1. The EMT-P Service Provider may refuse education
access to its field areas or records to any Col
faculty or students who do not meet the EMT-P 5
Provider's standards.
2. The EMT-P Service Provider may resolve any proE
situation in favor of the patient's welfare anc
restrict the student involved.
E. Status of Students
1, Students will have the status of learners and w
replace EMT-P Service Provider staff nor give s
to patients apart from its educational value.
2. Students are subject to the authority, policies
regulations of the College. They are also subj
during field assignment and while with the EMT-
Service Provider, to the authority, policies, a
regulations of the EMT-P Service Provider.
3. Students will wear the designated costume in fi

F. Liability Status of Contracting Agencies
1. The EMT-P Service Provider shall carry its usua
comprehensive liability policy (which includes 1
practice) covering students of the College durir
assignment with the EMT-P Service Provider.
2. The College shall carry public liability insurar
covering faculty members and students of the Col

surance covering its faculty and students while
the EMT-P Service Provider (pursuant to Labor Ca
Section 3368).
G. Duration of the Contract
1. This AGREEMENT is for a period of time not to ex
three years but may be terminated at close of an
year by serving notice in writing of the intenti
