(3P; CITY ATTY Vf/^ CITY MGR!^^_ O UJ O CZa.a. oE> oz3Oo RECOMMENDED ACTION: Adopt Resolution No. Authorizing staff to solicit proposals from qualified consultants to provide engineering services for the future improvements to the freeway bridge overpasses at Palomar Airport Road, La Costa Avenue, and Poinsettia Lane. Formally requesting the State of California, Department of Transportation (CALTRANS) , undertake feasibility studies and prepare cooperative agreements for the proposed projects. Formally requesting the State of California, Department of Transportation (CALTRANS) , and the San Diego Association of Governments (SANDAG) to place the three (3) bridge projects in the State and regional Transportation Improvement Programs. ITEM EXPLANATION; In 1986, the City Council approved the formation of a citywide Bridge and Thoroughfare Benefit District for the purposes of accumulating development revenues specifically to fund the improvements of the freeway bridge overpasses on Interstate 5 at Palomar Airport Road, La Costa Avenue, and Poinsettia Lane. The Benefit District program is currently in place and accumulating revenues with a total pre-fiscal year 1987-88 (July 1, 1987) unappropriated balance of $1,052,000. Staff has met with CALTRANS officials and discussed the procedural requirements to undertake these projects. With the City Council's approval of the Capital Improvement Program budget on October 27, 1987, the Council has formally appropriated funds from the Bridge and Thoroughfare Benefit District program to begin the necessary pre-construction administrative requirements of the projects. With the assistance and cooperation of CALTRANS, the City will take the lead for project implementation and be responsible for all phases of the projects' development including preliminary engineering, environmental processing, permit preparation, right- of-way acquisition, engineering design, construction, inspection and project certification. CALTRANS has already completed the project feasibility study phase for the improvement of the Palomar Airport Road bridge overpass. To assure the City's commitment to these projects, CALTRANS requires the City formally identify by Council resolution a priority and funding mechanism for the three (3) proposed bridge widenings. Due to the fact that significant progress through the Page Two of Agenda Bill No. completion of the initial project feasibility study has already been made on improvements to the 1-5 bridge on Palomar Airport Road, staff recommends the following project priority: 1. Palomar Airport Road 2. La Costa Avenue 3. Poinsettia Lane Although the CALTRANS procedures are incremental, as a practical matter the processing of the necessary administrative and design steps for all three (3) bridge overpasses will be underway simultaneously. Staff believes there to be potential for significant time savings and design economies to processing all three (3) bridge overpass projects at one time. Additionally, this approach will afford the City some flexibility to explore other funding and timing opportunities in conjunction with implementation of the growth management plan. The City can modify, at a later date, the project priority listing by subsequent Council resolution if warranted by changing circulation needs, private development requirements, and funding opportunities. FISCAL IMPACT: Funds to process each of the three (3) projects through the feasibility study, environmental and design phases have been previously appropriated in the 1987-88 Capital Improvement Program budget from the Bridge and Thoroughfare Benefit District fund. AND POINSETTIA LANE IN THE CITY OF CARLSBAD WHEREAS, the City Council of the City of Carlsbad determines it necessary, desirable, and in the public interest to formally request assistance and cooperation from the State of California, Department of Transportation (CALTRANS), to affect certain improvements to freeway bridge overpasses on Interstate 5 at Palomar Airport Road, La Costa Avenue, and Poinsettia Lane within the city of Carlsbad; and WHEREAS, the City Council of the City of Carlsbad determines it necessary, desirable, and in the public interest to concur and endorse the implementation of these projects; and WHEREAS, the City Council of the City of Carlsbad determines it necessary, desirable, and in the public interest to formally request CALTRANS to proceed with the necessary project development process including feasibility studies and preparation of agency cooperative agreements to affect these projects; and WHEREAS, the City Council of the City of Carlsbad determines it necessary, desirable, and in the public interest to secure the professional services of competent private consultants to assist in facilitating and implementing these proj ects; and WHEREAS, the City Council of the City of Carlsbad determines it necessary, desirable, and in the public interest to formally request addition of these project to the State and 1 regional Transportation Improvement Programs; and 2 WHEREAS, the City Council of the City of Carlsbad has 3 previously formulated a citywide Bridge and Thoroughfare Benefit 4 District as a funding mechanism to accumulate revenues 5 specifically intended to facilitate the financing and 6 implementation of these projects; and 7 WHEREAS, the City Council of the City of Carlsbad 8 determines it necessary, desirable, and in the public interest 9 to continue to explore other potential programs or mechanisms 10 intended to facilitate the financing and implementation of these 11 projects; 12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 13 City of Carlsbad, California, as follows: 14 i. That the above recitations are true and correct. 15 2. That the City Council of the City of Carlsbad hereby 16 formally requests the assistance and cooperation from the State 17 of California, Department of Transportation (CALTRANS), to 18 undertake feasibility studies and other appropriate work as may 19 be required, consistent with Federal, State and local standards, 20 to implement the proposed improvements to the bridge overpasses 21 on Interstate 5 at Palomar Airport Road, La Costa Avenue, and 22 Poinsettia Lane within the city of Carlsbad. 23 3. That the City Council of the City of Carlsbad hereby 24 designates the following project priority: 1-5 at Palomar 25 Airport Road, 1-5 at La Costa Avenue, 1-5 at Poinsettia Lane. 26 4. That the City Council of the City of Carlsbad hereby 27 concurs and endorses the implementation of these projects. 28 5. That the City Council of the City of Carlsbad hereby 1 2 3 4 5 6 8 9 10 11 12 13 15 16 18 20 22 23 24 25 26 27 28 formally requests CALTRANS to proceed with the preparation of the necessary project development process including, but not limited to, feasibility studies, project study reports, and agency cooperative agreements necessary to facilitate and implement these projects. 6. That the City Council of the City of Carlsbad hereby authorizes and directs City staff to prepare Requests for Proposals and/or Requests for Qualifications necessary to secure the professional services of competent private consultants to assist the City in taking the lead in facilitating and implementing these projects. 7. That the City Council of the City of Carlsbad hereby formally requests addition of these projects by the State of California, Department of Transportation (CALTRANS) , and the San Diego Association of Governments (SANDAG) to the State and regional Transportation Improvement Programs. 8. That the City Council of the City of Carlsbad has previously formulated and implemented a citywide Bridge and Thoroughfare Benefit District as a funding mechanism to accumulate revenues specifically intended to finance these projects and hereby designates this program to provide necessary project funding for construction when required. 9. That the City Council of the City of Carlsbad hereby reserves the right to continue to explore other potential funding programs, sources, or mechanisms to finance project construction of these projects when required. 10.
