i report concerning the feasibility of operating a recycling jrogram in the City of Carlsbad was to be presented to Council ior consideration 011 November 10, 1987. The report is being )repared by Mr. Steve Rivkin, an independent consultant working
In an expenses only basis. The consultant has experienced
iif f iculties in completing the report because of the unexpected lress of other business.
jince the consultant is preparing this report essentially on his )wn time and at very little cost to the city, it is recommended :hat the City Council approve a delay until January, 1988 for Tubmission of this report.
