HPflfrFf • CITY ATTY V Ffl± CITY MGR-Jo^- RECOMMENDED ACTION: By motion, adopt Resolution No. ^ci? 9s4""" authorizing the maintenance of a list of firms qualified to provide the City with erosion control services. ITEM EXPLANATION: Applicants for grading permits are required to submit erosion control plans if work may occur during the rainy season. Cash deposits for an amount up to ten percent of the grading bond may be required by the City Engineer to ensure that plans are followed. In the event that the permittee does not follow the plan or maintain erosion control devices, the City is entitled to use the deposit to pay for installation or maintenance of the devices. A list of firms qualified to provide the City with erosion control services is needed due to the wide variety of work that may be required. Contractors from the list will be selected for individual projects based on qualifications presented in the proposals and the specific requirements of that project. Request for proposals were mailed to thirty-one firms. Five responses were received from qualified firms. Staff recommends that the following firms be included in the list: 1. Box 578 2 Bonsai 1, CA 92003 p Staff will solicit new or additional firms for the list each year or renew agreements with those on this list based upon costs andO OO demonstrated performance. PAGE 2 OF AGENDA BILL NO. FISCAL IMPACT The cost of the City involving any of the firms on the list will be deducted from the appropriate cash security deposit. The permittee shall promptly restore the balance of the deposit to its original amount. Failure to do so will constitute reason for revocation of the grading permit. EXHIBITS 1. WHEREAS, there exists a need for maintaining a list of qualified firms providing erosion control services to the City; WHEREAS, Staff solicited in writing Proposals from 31 firms; WHEREAS, five firms responded and were further evaluated; and WHEREAS, Staff recommends all five firms are qualified to provide erosion control services to the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City or Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council hereby authorizes the Mayor to execute agreements with the following firms for erosion control services: Creative Hydro Seed, JAG Construction, Jobe Gay Concrete Sawing and Demolition, Inc., Sand Cal Inc., and C.A.P.C.O. Development. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the i?th dav of November .1987 by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson NOES: None A J /7 s S?
