TITLE: NOTICE OF COMPLETION FOR
INTERSECTION IMPROVEMENTS AT
LA COSTA AVENUE AND EL CAMINO REAL, 3EPT.L I PROJECT NO. 3215
RECOMMENDED ACTION:
Adopt Resolution No. 93/ 3 accepting the construction of
improvements to the intersection of La Costa Avenue and El Camino
Real, Project No. 3215, as complete, and directing the City Clerk
to record the Notice of Completion.
ITEM EXPLANATION:
Construction of the improvements to the intersection of La Costa Avenue and El Camino Real, Project No. 3215, has been satisfactorily completed. The final construction cost of
$660,925.35 includes two (2) Change Orders totalling $1,846,
handled administratively in accordance with Administrative Order
No. 7, and were required for minor additional project field work.
The project was completed within the time period specified in the
City * s project permits issued by the California Coastal
Commission, U. S. Army Corps of Engineers, and State of
California, Department of Fish and Game. The final construction cost, including the two (2) minor Change Orders, totalled qpproximately $18,000 less than the originally awarded bid price due primarily to reduced pavement materials quantities in the field.
FISCAL IMPACT:
Total project funds in the amount of $1,364,000 have been
previously appropriated for this project. The customary ten
percent (10%) project retention will be released to the
contractor thirty-five (35) days following recordation of the
Notice of Completion.
The Finance Department has provided the following summary of the project costs:
Design $ 63,122.42 Construction 660,925.35
Contract Administration, Soils Testing and Inspection 27,508.00 (est.)
Right-of-way Engineering, Acquisition, Negotiation and Legal Services 104,200.00 (est.) Right-of-way Purchased To Date 58,562.91 (est.)

Right-of-way negotiations for adjacent private property required for the ultimate widening of La Costa Avenue from El Camino Real
to 1-5 are ongoing. Staff recommends leaving the project account
open and the available project fund balance appropriated until
such time as all right-of-way required for the remainder of the project is obtained.

American Insurance Company was the surety, was completed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE CONSTRUCTION
OF IMPROVEMENTS TO THE INTERSECTION OF LA COSTA
AVENUE AND EL CAMINO REAL, PROJECT NO. 3215
WHEREAS, improvements to the intersection of La Costa
Avenue and El Camino Real, Project No. 3215, have been
satisfactorily completed; and
WHEREAS, the City Council of the City of Carlsbad has
previously appropriated certain. funding for said project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the construction of the improvements to the
intersection of La Costa Avenue and El Camino Real, Project No.
3215, is deemed complete and hereby accepted.
3. That the City Clerk is hereby authorized and directed
to record the Notice of Completion.
4. That the Director of Finance is hereby authorized and
directed to allow the project account to remain open until such

time as the additional project right-of-way and all related
services and costs are identified and secured.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 8th day of December I
1987, by the following vote, to wit:
