PER MTG. 12/8/87 TITLE AMENDING THE CLASSIFICATION FOR COMMUNICATIONS OPERATOR I AND I1 AND ADOPTING THE CLASSIFICATION OF CRIME PREVENTION TECHNICIAN CITY ATTY DEPT. HD. CITY MGFEGE RECOMMENDED ACTION: revising the classification for City Council adopt Resolution No. Communications Operator I and I1 and a opting the classification and salary range plan for Crime Prevention Technician. 3=- ITEM EXPLANATION The Personnel Department in concurrence with the Pol ice Department is recommending that the classification of Communications Operator I and I1 be revised. The Police Department has requested that the typing speed be increased from 30 words per minute to 35 words per minute. The change has been requested because of the implementation of the Computer Aided Dispatch (CAD) System. Staff conducted an analysis and found that the average typing speed for CAD agencies throughout the state was 33 words per minute. In addition, the staff is recommending the adoption of the Crime Prevention Technician classification. The position is currently held by a Police Officer. The Police Department believes it would be more cost-effective to civilianize this position because it would allow a Police Officer to return to patrol FISCAL IMPACT There are no costs at this time associated with the revision of the Communications Operator I and 11. The bi-weekly salary range for the Crime Prevention Technician will be $741.05 - $880.37. This equals $19,267 - $22,890 on an annual basis. The approximate starting salary and benefits for a Police Officer are $37,522 per year. In comparison, the salary and benefits for a Crime Prevention Technician will be $25,046 annually. This will save the City over $12,000 per year on the newly created position. EXHIBIT Resolution No. 93 /a . WHEREAS, the City Manager recommends and the City Council concurs, that the Zlassification of Communications Operator I and I1 should be revised, and that the position of Crime Prevention Technician should be adopted in the City's 3 assi f ication P1 an. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Lalifornia, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to revise the classification of Communications Operator I and 11, as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to adopt the classification of Crime Prevention Technician, as described in Attachment B, attached hereto and made a part thereof. DISTINGUISHING CHARACTERISTICS Communications Operator I: This is an entry level class in the Communications Operator series. Employees assigned to this class normally have little experience involving police work and participate in a training program. Communications Operators I are normally considered to be a training status and as skills, abilities and responsibility increase following successful job performance may reasonably expect reassignment to the next higher class, Communications Operator 11. Communications Operator 11: Positions in this class are normally filled from the lower class of Communications Operator I. works under general supervision and performs a wide variety of complex clerical and emergency tasks in support of the police and fire department operations. Under the training concept for the Communications Operator series, positions assigned to the Communications Operator I1 class when vacant may be filled at the Communications Operator I level. A Communications Operator I1 EXAMPLES OF DUTIES Receive routine and emergency calls and dispatch police, fire and emergency medical units. May assist in the supervision and training of less experienced personnel. Monitor other radio' frequencies and alarm systems, and dispatch appropriate em -gency units. Coordinate activities within the City departments as well as with other emergency service and other government jurisdictions. Take reports, handle complaints, and requests for service over the phone and in person. Screen and refer selected problems to appropriate supervisor. Accept and route subpoenas. Use computer terminals to inquire, enter and check data. Perform routine cleaning and maintenance of radio/dispatch equipment. A. I COMMUNICATIONS WEF IR I & 11, (Continued) Communications Operator I Knowledge of: English usage, spelling, punctuation, and grammar. Ability to: Learn to operate radio, telephone, and computer terminal equipment, and properly dispatch emergency units under extreme pressure. Learn and articulate rules and procedures involved in release and maintenance of police records and files. Type at a corrected rate of 35 words per minute. Remain calm and communicate precisely and clearly in emergency situations. Establish and maintain cooperative relationships with those contacted in the course of work. Understand and carry out oral and written directions. Exercise sound judgement in making priority decisions. Deploy emergency equipment within specific guidelines. Perform duties effectively with a minimum of supervision. Experience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. Communications Operator I1 In addition to the qualifications listed above for Communications Operator I: Knowledge of: Basic organization and functions of municipal police and fire departments. Employ good judgement and make sound decisions in accordance with established procedures and policies. Abilitv to: Assist less experienced personnel in the operation and canpliance with fire and police rules and regulations. Perform duties effectively with minimum of supervision. Other operations or clerical duties as assigned. *. - . COMMUNICATIONS OPEF. 3R I & 11, (Continued) ExDerience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to acquire the knowledge and abilities’would be one year experience performing ditties canparable to those of a Communication Operator I. Special Requirements: To be considered for the position of Communications Operator 11, candidates must have a minimum of one year actual operational experience in public safety (police/fire dispatch) within the past three years. C.A.D. experience preferred but not required. Persons appointed under the lateral entry procedure may be hired at a higher step within the range, depending upon qualifications. Other Characteristics Subject to rotating shifts/varying schedules and to a comprehensive personal background investagation for criminal activity. ATTACHMENT B CRIUE PREVENTION TECHNICIAN DEFINITION Under general supervision, assists in organizing, coordinating, implementing crime prevention programs and community relation activities. EXAMPLES OF DUTIES Assists in developing and implementing plans for neighborhood watch programs. Assists in programs promoting community awareness of crime prevention strategies. Speaks at communi ty meetings . Provides crime prevention and safety instruction to City schools. Prepares reports and program evaluations. Conducts surveys. Compiles crime data. Conducts security inspections. Completes crime reports. Assists with alarm system ordinance compliance. Perform other duties as assigned. Operates standard office machines. Receives and re1 ays telephone call s and messages. Maintains files and records. Checks and processes a variety of forms, reports and documents.
