PLN RECOMMENDED ACTION: (LCPA 87-23) - LAUREL TREE CI' The Planning Commission and staff are recommending that tl City Council ADOPT the Negative Declaration issued by tl Planning Director and direct the City Attorney's Office 1 prepare documents APPROVING GPA/LU 87-4 and LCPA 87-3. I ITEM EXPLANATION The applicant is requesting a General Plan Amendment ar Local Coastal Plan Amendment on property located just soui of Palomar Airport Road along the east side of futul College Boulevard. The proposal would change the Generz Plan and Local Coastal Plan from RLM (0-4 du's/ac) to (Office use) on approximately 9.2 acres. Traditionally the separation between the industrial uses j the floodplain south of Palomar Airport Road and futur residential uses further south has been the bluffs. Th bluffs provide a good buffer because they are fairly hig and, for the most part, form a continuous southern terminu of the floodplain area. There are several canyons tha project into the bluffs that still maintain a simila elevation to the industrial valley area. The subjec property is located in one of these canyons and makes gradual transition up the bluff. For this reason it wa felt that a transitional use such as office would he1 buffer residential use from industrial use where no bluff exist. The site is presently zoned L-C, a holding zone. No zonc change is being proposed at this time because thc alignment for future College which has not been set a. this time will set the precise boundaries for the zoning. The Planning Commission heard this item on November 12 anc voted unanimously to recommend approval. For furthe; information please see the attached report to the Planninc Commission. I ENVIRONMENTAL IMPACT The Planning Director has determined that this project wil: not cause any significant environmental impacts and, therefore has issued a Negative Declaration, dated September 30, 1987, which was approved by the Planning a 9a3q Q Page 2 of Agenda Bill No. Commission on November 12, 1987. A copy of tt environmental documents is on file in the Plannir Department. FISCAL IMPACT The increased need for City capital facilities resultir from this development will be offset by the payment of tl public facilities fee. Any capital facilities relatc directly to this development will be constructed and pa: for by the developer. Increased operating expenses related to this develolpme~ will be offset to some extent from increased tax or fc revenue generated by the development. An economic impac report has not been completed for this project and tl monetary impact to the City of Carlsbad cannot 1 determined at this time. GROWTH MANAGEMENT Approval of this General Plan Amendment would n establish specific development on site. The project located in the boundaries of the Zone 5 Local Faciliti Management Plan and it is anticipated that possib increases in traffic could be handled by Zone 5 streets mitigated. EXHIBITS 1. I. RECOMMENDATION That the Planning Commission recommend APPROVAL of tl Negative Declaration issued by the Planning Director a1 ADOPT Resolution No.'s 2682 and 2697 recommending APPROVAL ( GPA/LU 87-4/LCPA 87-3 (LCPA 87-2E), based on the findinc contained therein. 11. PROJECT DESCRIPTION On April 21, 1986, Agatep Corporation requested that the la use designation of the proposed site be changed from RLM ( 4 du/ac) to PI (Planned Industrial). An application for th change could not occur until the Local Facilities Manageme Plan for Zone 5 had been approved. Even though this area h a General Plan designation of RLM, it was included in Zone This was done because it was topographically separated fr existing and future residential uses to the west, south, a east. Now that Zone 5 has been approved, the owner of t property has requested that staff act on this issu However, upon evaluation, staff feels that a change from F (0-4 du/ac) to 0 (Professional and Related) may be a mc appropriate designation. The 0 designation would be bett suited for the proposed site since the site is locat between residential and planned industrial uses. ANALYSIS Plannina Issues 1. Is the land use designation of 0 (professional an related) more appropriate for the site than the existin RLM (0-4 du/ac) designation and consistent with th policies of the General Plan? 2. Would the uses allowed by the 0 General Plan designatic be compatible with existing and proposed surroundir uses? 3. Is the General Plan Amendment consistent with the :Loce Facilities Management Plan for Zone 5? 4. Is the General Plan Amendment and Local Coastal Progrz Amendment in conformance with policies of the Mello 1 segment of Carlsbad's Local Coastal Program? Discussion The site is located in a small canyon to the south of Canyc de las Encinas and Palomar Airport Road. (See Exhibit A, Bluffs to the west, south, and east surround the site a1 provide a topographic buffer for residential land US( planned for the bluff tops. The office designation wou: provide a land use buffer between the intense industrial us( along Palomar Airport Road and the residential land uses f the south. This type of topographic and land use bufferil is consistent with the land use policies of Carlsbad General Plan. Additionally, the planned roadway network could support change from residential land use to office. Collel Boulevard, a four lane major arterial, is planned to align grade directly west of the site, and Palomar Airport Road, six lane prime arterial, is less than 1,000 feet to the nor of the site, Office uses, which are less sensitive to ro noise than are residential uses, would be more appropria for this site. Office use on the site would help assu frequent and heavy industrial type traffic is confined to t Palomar Airport Road corridor and is not directed south alo College Boulevard into residential areas. An office ty traffic pattern would be a more appropriate transition fr heavy and intense industrial to a lighter residential roadw use. Office use on the site is estimated to generate 8 0 0 November 4, 1987 Pase 3 GPA/LU 87-4/LCPA 87-3 (LCPA 87-2E) average daily trips (ADT) as opposed to the estimated 368 AD for RLM - Residential. However, the site's location o College Boulevard and proximity to Palomar Airport Roa should in this case be able to handle the increase. The Zon 5 Local Facilities Management Plan estimated such generalized traffic impact in its circulation facilitie analysis and planning. Additionally, the Zone 5 Loca Facility Management Plan incorporated non-residential lan use impacts from the site in the analysis and planning of a1 public facilities. More detailed analysis may be necessar when a specific land use and design is proposed for thi site. Staff does feel, however, that there are some argument.s t change this area to PI because it is closely associated wit the existing PI area to the north. The area is small in siz (9.2 acres) and could easily be incorporated with th adjacent designation. Also, it may be possible for futur development to argue for more office to the south because o its small size. Overall, however, staff feels that offic use has more advantages. The present land use plan map of the Mello I1 segment c Carlsbad's Local Coastal Program identifies RLM - Residentia Low Medium, 0-4 du/ac - use for the site. A Local Coasta Program Amendment (LCPA) is necessary to attain conformanc with the proposed General Plan Amendment to office use. E significant coastal resource policies are attributed to tt site's exclusive residential use. There is, however, requirement that the site as a designated coasta agricultural area must mitigate the loss of this agriculturz land once converted to an urban use. This requirement woul equally apply whether the land was designated residential c off ice. Consequently, an LCPA to 0, Office, would nc conflict with the coastal resource protection policies of ti Mello I1 segment of Carlsbad's Local Coastal Program. At the present time, this site is zoned L-C, Limited Control Limited Control is basically a holding zone. Staff is nc proposing that this zone be changed until the exact alignmer of College Avenue through this area has been determined. 2 alignment was originally established as part of CT 84-3: Cobblestone Sea Village. However, staff has been talking 1 affected property owners about a possible realignment severi hundred feet to the west. This would result in less gradil and a more level roadway. The first request was to adjust the boundary between facilities zones 5 and 20 to permit the northern portion of ttus site to be planned as a part of Zone 5. This zone, a non-residential management zone, was seen as mre appropriate than Zone 20 due to conqtraints . outlined in the request (attachment #I). The sgond involved a request to designate the northern portion of this property from RT%z (residential) land :ise designation to PI (planned industrial) '(attachment #2)- This request was made'during the City's analysis of land use inconsistencies in the Palomar brpor Iniluence Area. Action was taken by the City in July, 1986 to accomxdate the Fa- cilities Management Zone boundary adjustment. The facilities plan for Zone 5 has naw been approved by the City Council and reflects the adjustment. In followiq up on the request for General Plan Amendment, we were advised that the change in use was appropriate and that it would pre ceed as a part of the City initiated Airprt Influence and Land Use Inconsistency package. However, when the package went forward, this site was not included. We were advised that there had.been an over- sight and that the change could proceed once the Zone 5 plan was complete. .
