PRIMA MTG. 12/8/87 LIMIT ON A PORTION OF PONTIAC DRIVE RECOMMENDED ACTION: Introduce Ordinance No. 3 2 2 installing STOP signs on streets intersecting Pontiac Drive. Introduce Ordinance No. Lq 22 b to establish a 35 mile per hour prima facie speed limit on Pontiac Drive from Tamarack Avenue northerly to Victoria Avenue. ITEM EXPLANATION At the October 5, 1987 meeting of the Traffic Safety Commission, the Commission unanimously recommended that Pontiac Drive be declared a THROUGH STREET and that a 35 mile per hour prima facie speed limit be established on Pontiac Drive for a distance 0.70 miles north of Tamarack Avenue to Victoria Avenue. Current practice is for the location of STOP signs controlling access to THROUGH STREETS to be approved by Ordinance and included in the Carlsbad Municipal Code after a traffic study is completed to determine if a street should be designated as a THROUGH STREET. Section 600 of the California Vehicle Code allows cities to designate a roadway as a THROUGH STREET, thereby providing the mechanism to place stop signs on all minor intersecting streets. In the City of Carlsbad, the pol icy for determining THROUGH STREETS states: A THROUGH STREET may be established when any of the following conditions exist: A. B. PAGE 2 OF AGENDA BILL NO. 923 7 The results of a traffic study to determine the THROUGH STREET designation and prima facia speed limit were discussed at the Commission meeting. Of the 15 streets intersecting Pontiac Drive, nine (9) have right of way control. Therefor, Condition C is met and a THROUGH STREET was recommended. STOP control would be installed at the six (6) uncontrolled intersecting streets and the four (4) YIELD controlled intersections changed to STOP control. A traffic and engineering survey was completed as required by the California Vehicle Code to determine the prima facie speed limit on the southerly portion of Pontiac Drive. Based upon the results of the survey, a 35 mile per hour prima facie speed limit was recommended by the Commission on Pontiac Drive from Tamarack Avenue northerly 0.70 miles to Victoria Avenue. Beginning at Victoria Avenue northerly to Elm Avenue, Pontiac Drive has a 25 miles per hour prima facie speed limit since this portion of the road qualifies as a "residence district" per the California Vehicle Code. EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after it adoption and the City Clerk, City of Carlsbad shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen (15) days after its adoption.
