Council CITY MGR.- RECOMMENDED ACTION: AWRA RECLAMATION POLICY COMMITTEE STATEMENTS Council Member Eric Larson, as a member of the Association of Water Reclamation Agencies, as been requested to submit the following AWRA Reclamation Policy Committee statements to the Carlsbad City Council for their concurrence and endorsement. Council Member Larson will be attending the January 7, 1988 meeting of the Association of Water Reclamation Agencies and will be asked to act on these statements at that meeting. Please indicate if you concur with these statements: 1. AWRA states that reclaimed water is the only source of water San Diego County has control of. 2. CWA should implement existing state law that mandates the use of reclaimed water where available. 3. CWA should fund the Basin Plan Study which should include a surface and ground water management program to maximize the use of reclaimed water. 4. CWA should encourage and assist the formation of regional reclamation JPA’s. 5. CWA should make available long term low cost loans to agencies and customers to facilitate treatment and distribution systems for the use of reclaimed water. 6. CWA should coordinate with Metropolitan Water District for subsidy of reclaimed water that replaces potable water. EXHIBIT: 1.
