R/AG CiTY iV GR RECOMMENDED ACTION: 1) Consider Mayor Lewis' proposal to form a Sub -Regional Planning Unit. 2) Direct staff to implement City Council's desired programs. ITEM EXPLANATION A sub -regional planning unit is proposed by Mayor Lewis to deal with specific issues or a regional nature, such as circulation/traffic, solid waste/hazardous waste planning, open space opportunities and environ- mental protection. Growth management programs and land use issues are specificiaily not to be considered by this sub -regional group. The first meeting would be on circulation/traffic and will be followed with a "brainstorming" session to determine the next issues to be discussed. It is proposed that SANDAG be the staff support for this group, which should meet on a quarterly basis. This proposal by Mayor Lewis is an outgrowth of previously proposed regional planning programs, i.e., a North County Regional Planning Review Board. This proposal is reduced in scope, including the cities of Oceanside, Vista, San Marcos, Encinitas, Del Mar, Solana Beach and Carlsbad, rather than all the North County jurisdictions. Attached is a comparison of the current regional proposal and Mayor Lewis' proposal. Larson — REGIONAL PLANNING ISSUES RAISED BY COUNCIL MEMBER PETTINE AND COUNCIL MEMBER MAMAUX After discussing this issue with staff and all Council Members, I am making a recommendation that we consider a Sub -regional Planning Unit. It would be our intent for the City of Carlsbad to invite the following entities to a mid --week afternoon "brown -bag" session: the County of San Diego, and the cities of Oceanside, Vista, San Marcos, Encinitas, Del Mar and Solana Beach. It is also our intent that SANDAG would participate as the support unit, to handle the workload and to serve as a neutral third party to review the information presented. All Council Members, Mayors, Planning Directors and Planning Commissioners, City Managers, and any other staff members who would want to attend will be invited. It would be our suggestion that the topic for the first session would be circulation/traffic, followed by additional sessions to discuss solid waste/hazardous waste planning; open space opportunities; and environmental protection. We do not believe that this group should get involved in growth management nor land use issues, because these issues are very sensitive to each individual city's needs and plans. At the conclusion of the first meeting we could have a "brain storming session" as to other issues we should discuss in the future, once again using SANDAG to be the support staff, carry the workload, and be a third neutral party in the brain storming. Hopefully we can establish a quarterly roundtable with appropriate staff representatives and at least two Council Members from each city, as a means for sharing ideas. RECOMMENDED ACTION: By Council policy the cities included are: Oceanside, Escondido, Vista, San Marcos, Poway and Carlsbad, as well as a Planning representative from the County of San Diego. By his own action, Mr. Pettine has added the cities of Encinitas, Solana Beach and Del Mar (Attachments 1 and 2) . A minor review of any North County map would quickly reveal the impact the City of San Diego has on the area. Since the City Council has shown an interest in "Regional Planning" should the City of San Diego be included in these deliberations? Does San Diego have a bigger influence than Poway? ATTACHMENTS: 1. The success by which, we manage growth in the years ahead will clearly affect the quality of life for all of our residents. The issue is truly regional in nature. Traffic is a Prime exairple. The efforts Of one city to control its circulation problems can be undermined by the lack of attention this problem receives by a neighboring jurisdiction. The cities of North Count;, must cooperate with one another and work together to address these issues. With your cooperation and assistance Y would like to Propose the establishment of a North County Regional Planning Board. This Board would be comprised of the planning directors from each North County city (i.e. Oceanside, Escondido, Vista, San Marcos, Poway and Carlsbad) and a planning representative from the County of San Diego. This approach would allow our owns land use planners to meet and exchange ideas. Staff assistance could be provided by the various city and county land use planning staffs, as well as SA_NDAG. The Board would naturally establish its own agenda, however a suggested outline on long range planning issues would include: 1. Regional transportation issues. 2. Compatible city land use policies (i.e. zoning, open space, and growth policies). 3. Compatibility of cit%. and county land use policies. It this idea meets with your approval then the Carlsbad City Attorney is authorized to draft a model Joint Powers Agreement for your consideration. I would like to propose the establishment of a North County Regional Planning Board. This Board would be comprised of the planning directors from each North County city (i.e. Oc_eanside,_Escondido, Vista, San Marcos, Poway and ,Carlsbad)�and a planning representative from the County of San Diego.
