RECOMMENDED ACTION:
Adopt Resolution No. 8g- 3' approving plans and specificatior and authorizing the City Clerk to advertise for bids for tl construction of the Calavera Hills Community Park, Phase I1

ITEM EXPLANATION:
The plans, specifications, and contract documents for tl
been completed. Staff recommends the City Council formal approve the plans and specifications and authorize tl advertisement of bids for the construction of the project.

The recently completed Phase I portion of the project includ' two (2) baseball fields, a large sand lot with play equipmen restroom and concession building, and a parking lot with twent nine (29) spaces. The Phase I contractor is currently performi
minor clean-up and repair items, as well as monitoring t
establishment of the landscaping. Dedication of the Phase portion of the park is tentatively scheduled for January 3

Phase I1 of the park construction will include an adult-siz
baseball field, two (2) lighted tennis courts, two (2) outdo basketball courts, two (2) picnic areas, and an additional on
hundred twelve (112) parking spaces. A 17,000 square fo
gymnasium and Community Center building similar in design to t
facility at Stagecoach Park will also be constructed in Phase I Several functional improvements have been incorporated into t Calavera Hills facility based upon the Parks and Recreati Department's operating experience with the Stagecoach Pa building, as well as suggestions from the project architect.
Construction is anticipated to begin in early April, 1988, a completed in approximately January, 1989.
FISCAL IMPACT:
The City Council has previously appropriated $2,500,000 in t
1986-87 Capital Improvement Program budget in account No. 32
820-1822-3245 which is sufficient for the construction of th pro j ect .

OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF

WHEREAS, the City Council of the City of Carl

RE: CALAVERA HILLS PARK SITE - Your Order Number 1153762
Dear Mr. Provence:
I was somewhat disappointed to discover that the above
referenced escrow has not closed and you have not recorded the conveyances to the City which were forwarded to you on September 24, 1987 nor did you inform us what the hold up was.
When my secretary called your office on Wednesday, December 23,
1987 you explained that the taxes for 1986 in the amount of
$1,111 and the first installment of taxes for the tax year
1987-88 in the sum of $1,211 have not been paid and that this
was the reason that this escrow had not closed. The City will not pay these taxes and they will become an unsecured obligation of the transferror. Delay in closing the escrow only increases the amount that the transferror must pay until the date of recordation when the property is transferred into
City ownership and the taxes are cancelled as of that date.
Although it is in the best financial interests of the transferror to promptly pay those property taxes so that
to YOU of April 28, 1987, their nonpayment should not delay the recordation.
Since there has been a several month delay please bring your title search current to ensure that there have been no subsequent recordings affecting the title to this property and
proceed with recordation.
