RECOMMENDED ACTION:
Adopt Resolution No.supporting the State of California,

Adopt Resolution No. ^/'r' approving an amendment to an existing
agreement between the City of Carlsbad and Tekmarine,
Incorporated, of Pasadena, California, to provide consultant
services for reef site evaluations, design review, and post-
construction survey of the proposed offshore artificial reef.

ITEM EXPLANATION:
In December, 1987, Mayor Pro Tern Kulchin, Beach Erosion Committee
Members Mario Monroy and David Copley, and City staff met with
representatives of the State of California, Department of Fish
and Game, to discuss the possibilities of the State of
California, Department of Fish and Game, siting an offshore
artificial reef along the Carlsbad coastline. Further
discussions with State Fish and Game personnel have indicated the
State's increased interest in this project particularly as it
relates to the potential long-term benefits to marine habitat and
its interrelationship with the future enhancement of Batiquitos
Lagoon. State Fish and Game representatives will be present at
this Council meeting to make a short presentation explaining the
proposed project.
Since 1980, the State of California, Department of Fish and Game,
has been involved with the construction of eight (8) experimental
reefs along the Southern California shoreline:
San Onofre: completed in 1980 with 10,000 tons of quarry
rock funded by the Southern California Edison Company.
- Ventura County: completed in 1984 with 7,200 tons of quarry
rock with substantial kelp enhancement funded by the State.
- Marina del Rey: completed in 1985 with 11,000 tons of
quarry rock funded by the State.
San Diego off Mission Bay: completed in 1987 with 10,000
tons of quarry rock funded by the State.
- Santa Monica Bay off Pacific Palisades: completed in 1987
with 20,000 tons of quarry rock funded by the State.

Oceanside: completed in 1987 with 10,000 tons of quarry
rock funded by the State.
- Topanga Canyon off Pacific Palisades: completed in 1987
with 10,000 tons of quarry rock with substantial kelp
enhancement funded by the State.
Santa Barbara: construction planned for early 1988 with
10,000 tons of quarry rock to be funded by the State.
This State program, designed to study the effects of artificial
reefs on renewing fish populations in near-shore waters, began in
1984-85 following passage of special State legislation which
enabled State Fish and Game to utilize Federal tax revenues on
the purchase of fishing equipment and fuel used for sportfishing.
Following siting studies and bottom profiling, construction of
the reef is undertaken by means of placing on the ocean floor
large boulders produced from a Santa Catalina Island quarry in
varying patterns, heights and depths. Using sonar to take depth
soundings, the large rocks are spread in the desired
configurations. Fish and Game personnel have indicated that the
ecosystem begins almost immediately in the form of algae followed
by barnacles and small invertebrates. In time, kelp takes root
on the reef. A fully effective, self-sustaining ecosystem
serving as a productive breeding habitat takes anywhere from five
(5) to ten (10) years according to Fish and Game experts.
The prospects of an offshore artificial reef near the opening of
the Batiquitos Lagoon offers the possibility of increased marine
habitat within the lagoon since the Batiquitos Lagoon Enhancement
Project, scheduled to begin in 1990-91, will include an open,
tidal mouth. Fish and Game personnel have indicated the
combination of an offshore artificial reef coupled with a newly
enhanced and open lagoon provides the opportunity for extended
studies of unique coastal and marine processes.
Following the State Fish and Game presentation of this program,
staff recommends adoption of the attached Resolution supporting
the State's continued investigation of siting an offshore
artificial reef along the Carlsbad coastline.
FISCAL IMPACT:
All costs associated with the reef's design, construction,
administration, permit acquisition and related miscellaneous
project costs will be the responsibility of the State of
California, Department of Fish and Game. Fish and Game personnel
estimate the total cost of constructing an offshore artificial
reef in Carlsbad to be approximately $300,000.

State Fish and Game has requested the City assist in providing
consultant services for initial reef siting, design review, and
post-construction surveying. On August 18, 1987, the City
Council adopted Resolution No. 9025 approving a consultant
agreement with Tekmarine, Incorporated, of Pasadena, California,
for Carlsbad's sand survey and beach profile data gathering
program. Accordingly, staff has secured a scope of work and fee
proposal from the City's beach erosion/coastal consultants to
represent the City's interests in the offshore artificial reef
project and provide the necessary coastal engineering services
required by the State. The attached amendment to the City's
existing agreement with Tekmarine incorporates the necessary
coastal engineering services for a negotiated, not-to-exceed fee
of $7,721. Funds are available and currently appropriated in the
1987-88 Municipal Projects' Miscellaneous Consultants and
Professional Services Account No. 001-820-3130-2479 for this
purpose. Staff recommends approval of the attached consultant
agreement amendment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, SUPPORTING THE STATE
OF CALIFORNIA, DEPARTMENT OF FISH AND GAME'S
SITING OF AN OFFSHORE ARTIFICIAL REEF ALONG
THE CARLSBAD COASTLINE
WHEREAS, the State of California, Department of Fish and
Game, has undertaken an ongoing program to facilitate near-shore
marine habitat enhancement through the placement of offshore
artificial reefs along the California coastline; and
WHEREAS, the State of California, Department of Fish and
Game, has constructed, at State expense, several offshore
artificial reefs to date; and
WHEREAS, the State of California, Department of Fish and
Game, and the City of Carlsbad have undertaken preliminary
discussions concerning the siting of an offshore artificial reef
along the Carlsbad coastline; and
WHEREAS, the mutual interests of both the State of
California, Department of Fish and Game, and the City of
Carlsbad to protect and promote marine habitat along the
California coastline can be furthered by continued study,
investigation, and potential placement of an offshore artificial
reef along the Carlsbad coastline; and
WHEREAS, the City of Carlsbad is in complete support of the
work of the State of California, Department of Fish and Game;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad,

California, hereby offers its support to the State of

California, Department of Fish and Game, for continued studies

and investigations as it relates to the potential placement of
4
an offshore artificial reef along the Carlsbad coastline.

3. That the City Council of the City of Carlsbad,

California, hereby endeavors to assist the State of California,

Department of Fish and Game, in the potential placement of an
8
offshore artificial reef along the Carlsbad coastline by
9
securing coastal engineering services of City consultants, and
10
at City expense, to assist the State in providing studies,
11
analyses, and other coastal engineering services relating to
12
initial reef siting, design review, and post-construction
13
surveying. The City of Carlsbad's involvement, both technical
14
and financial, shall be expressly limited to the aforementioned
15
engineering analyses and associated costs thereof.

4. That the City Council of the City of Carlsbad,
17 California, hereby expresses its position of support for the
18 work of the State of California, Department of Fish and Game.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING AN AMENDMENT TO AN EXISTING AGREEMENT
BETWEEN THE CITY OF CARLSBAD AND TEKMARINE, INCORPORATED,
TO PROVIDE CONSULTANT SERVICES FOR REEF SITE EVALUATIONS,
DESIGN REVIEW, AND POST-CONSTRUCTION SURVEY OF A PROPOSED
OFFSHORE ARTIFICIAL REEF _
WHEREAS, the State of California, Department of Fish and
Game, and the City of Carlsbad have undertaken preliminary
discussions concerning the siting of an offshore artificial reef
along the Carlsbad coastline; and
WHEREAS, the mutual interest of both the State of
California, Department of Fish and Game, and the City of
Carlsbad to protect and promote marine habitat along the
California coastline can be furthered by continued study,
investigation, and potential placement of an offshore artificial
reef along the Carlsbad coastline; and
WHEREAS, the State of California, Department of Fish and
Game, has requested the City of Carlsbad assist the State in
performing certain coastal engineering reef siting studies and
related analyses; and
WHEREAS, the Carlsbad City Council adopted Resolution No.
9205 on August 18, 1987, retaining the firm of Tekmarine,
Incorporated, of Pasadena, California, to perform the Carlsbad
sand survey and beach profile data gathering program; and
WHEREAS, a scope of work and negotiated fee for services
has been obtained from the aforementioned firm to perform the
necessary coastal engineering reef siting studies and related
analyses to assist the State of California, Department of Fish
and Game's continued investigation of siting an offshore

artificial reef along the Carlsbad coastline; and
WHEREAS, the Carlsbad City Council has previously
authorized and appropriated funds available for this project;
and
WHEREAS, the Carlsbad City Council determines it to be
beneficial, advantageous, and in the public interest to further
explore the potential siting of an offshore artificial reef
along the Carlsbad coastline;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the attached amendment to the existing agreement
between the City of Carlsbad and Tekmarine, Incorporated, of
Pasadena, California, is hereby approved.
3. That the City Manager is hereby authorized and directed
to execute on behalf of the City of Carlsbad the attached
agreement amendment for this project.

fiscal budget in Account No. 001-820-3130-2479 are hereby

AMENDMENT NO. 1 TO AGREEMENT BETWEEN CITY OF CARLSBAD
AND TEKMARINE, INCORPORATED, REGARDING SITING STUDIES,
DESIGN REVIEW AND POST-CONSTRUCTION SURVEYING FOR A
PROPOSED OFFSHORE ARTIFICIAL REEF ALONG THE CARLSBAD
COASTLINE BY THE STATE OF CALIFORNIA, DEPARTMENT OF
FISH AND GAME
THIS AMENDMENT NO. 1, made and entered into as of the 19th
day of January, 1988, by and between the CITY OF CARLSBAD, a
municipal corporation, hereinafter referred to as "City," and
TEKMARINE, INCORPORATED, hereinafter referred to as "Consultant."
RECITALS
WHEREAS, the City of Carlsbad and Tekmarine, Incorporated,
have previously entered into an agreement on August 18, 1987, to
perform the Carlsbad sand survey and beach profile data gathering
program; and
WHEREAS, said agreement provides for the option of City
retaining Consultant to perform other coastal engineering studies
and analyses as may be required by City; and
WHEREAS, City and the State of California, Department of
Fish and Game, have undertaken preliminary discussions concerning
the State's placement of an offshore artificial reef along the
Carlsbad coastline; and
WHEREAS, the State has requested from City assistance in
performing certain coastal engineering reef siting studies and
related work for the placement of an offshore artificial reef
along the Carlsbad coastline; and
WHEREAS, Consultant possesses the necessary skills,
abilities, qualifications, personnel, business resources, and
background to provide said services required by City.
NOW, THEREFORE, in consideration of these recitals and the
mutual covenants contained herein, City and Consultant agree as
follows:
1. Consultant shall provide oceanographic and coastal
engineering services to City in accordance with the terms,
conditions, and project scope of work as outlined in attached
Exhibit A, dated January 5, 1988.
2. City shall pay Consultant in accordance with the fees
and costs outlined in attached Exhibit A not to exceed $7,721.
3. Consultant shall act as City's representative to the
State of California, Department of Fish and Game, and all other
agencies and individuals, public or private, as may be required
to facilitate the work, studies, and analyses as set forth in
attached Exhibit A.
4. All other provisions of the aforementioned agreement
entered into on August 18, 1987, between City and Consultant
shall remain in force and effect.
5. This Amendment No. 1 to the aforementioned agreement
between City and Consultant shall be effective on and from the
day and year first above written.

INTRODUCTION
The State of California, Department of Fish and Game (CDFG),
is planning to construct an artificial fishing reef offshore of
the city of Carlsbad. The design and construction costs of the
reef will be financed by the State at no cost to the City. the
City requires the services of a Consultant, however, to ensure
the following:
1. That the site and design of the reef are optimized,
based on oceanographic and engineering constraints, to enhance
the productivity and longevity of the reef and provide maximum
benefit to the City of Carlsbad.
2. That the site and design of the reef will not interfere
with natural coastal processes or coastal recreational
activities, i.e., sediment transport and surfing.
3. That the reef is constructed in accordance with the
design specifications and mapped to facilitate utilization by
fisherman.
A proposed scope of work to accomplish these goals is
described below.
SCOPE OF WORK
TASK NO. 1 - Site Evaluations
The CDFG shall select several (presumably 4-6) alternative
sites for the proposed fishing reef based on an evaluation of
their biological enhancement potential. It is assumed that none
of the sites are in water depth greater than sixty (60) feet.
The Consultant shall conduct a literature review and/or field

investigation, as necessary, to evaluate and rank the suitability
of the alternative sites in terms of the following oceanographic,
geotechnical, and geochemical considerations:
Oceanographic
Circulation and upwelling patterns
Turbidity
Scour due to wave or current action
Sedimentation due to coastal or riverine discharge
processes
Geotechnical
Grain size distribution
Soil bearing capacity
Soil liquefaction potential
Geochemical
Sediment contamination from nearby outfalls
Results of the site evaluations shall be transmitted by
letter to the CDFG and the City of Carlsbad.
TASK NO. 2 - Reef Design Review
Based on the results of TASK NO. 1, the CDFG shall select a
site for the fishing reef and submit a reef design to the
Consultant for review. Emphasis of the review shall be upon reef
impact, if any, on natural coastal processes and coastal
recreational activities, e.g., sediment transport and surfing.
Review comments shall be transmitted by letter to the CDFG and
the City of Carlsbad.
TASK NO. 3 - Post-Construction Survey
The Consultant shall conduct a post-construction bathymetric
survey of the reef. Horizontal control for the survey shall be
relative to four (4) buoys, installed and maintained by the reef
construction contractor, at the corners of the reef. Actual

geographic coordinates shall be determined based on the
contractor's specified location of the reference buoys. Vertical
control for the survey shall be referenced to the mean lower low
water datum (MLLW).
A survey grid shall be established over the reef relative to
the four (4) construction buoys. Grid line spacing is to be
dependent on the final reef design. An analog trace of the
bottom shall be obtained along each grid line with an echo
sounder. Additionally, SCUBA divers shall make selective
observations and measurements of the reef to substantiate and
facilitate the interpretation of the echo sounder record.
The final work product of the survey shall be a plan view of
the reef and adjacent seafloor indicating depths digitized from
the echo sounder records and depths measured by the divers.
Contour lines shall be included to highlight shoals or voids in
the reef. Survey results shall be transmitted by letter to the
CDFG and the City of Carlsbad.
